No, not a bed bug. Antennae structure as well as overall shape is not consistent with a bed bug, but I can see your concern. Check out images of bed bug nymphs and you'll see that they don't have the "neck" segment and that the antennae are different.

It's a book louse. Book lice are commonly mis-identified as bed bug nymphs.
