Where to place Packtite and using bags

I am setting up a Packtite Closet and want to treat luggage that I have had stored in my garage in plastic bags (some Ziploc style, some just garbage bags) for several weeks after being exposed in a hotel. I had planned to set up the Packtite in the garage, but I see in the manual that it says it should never be used in an area where paint or other flammables are stored, and we do have that sort of thing stored in the garage. So now I think I will have to set it up in the basement, which means hauling the possibly contaminated luggage downstairs unfortunately. Do I have to remove the suitcases from their plastic bags before putting the suitcases in the Packtite, thus possibly spreading any bed bugs that are in there, or should I just open the bag and place the bag (with suitcase in it) in the Packtite? The manual says not to do that because it may prevent items from reaching the right temperature :/ Thanks for any help.

I'm not an expert. I'll try to do some links in next one. I have a packtite closet.
I have found that you need to be careful if the location is under 70 degrees...it heats up slower.
I'm a scardy cat so I bring the items in doublebagged...don't overload..do one suitcase at a time..and it's best if it's empty...I run it for quite a long time with the bag on it..couple of hours and then take the bag off inside the packtite closet and open the suitcase for the best airflow...
I then let it run, leaving the bag in the packtite. For my 29 inch hard shell, I run it 8 hours... (2 with bag on and probably 6 or more without)...it's probably overkill...
