Should i take off encasement for treatment after almost a year!!

Hi All -
I am back.......ugh! I received three treatments almost 1 year ago and the bugs are back! I will be starting treatment again.....the new PCO that was hired by my Mgmt. company came an inspected and said for the 1st treatment the encasement needs to be taken off and mattress should be treated. Should I do this??? The previos PCO that did a thorough inspection last year had checked all three mattresses and no bugs were found. The encasements were put on after the 1st treatment. I have protect-A-Bed encasments on all three and there are no holes. Should I take them off for them to treat mattress???? I can and can't believe I am going through this again!! I believe its my damn neighbors below me again.....this is so frustrating!! I am so pissed!
Thanks -
Sounds like an inexperienced PCO. Why would they recommend that? If the bugs can't get out of the encasement and it isn't torn, why would you need to treat the bed? That's called treating just to treat. A very traditional mindset.
There is no reason to do that. It's as simple as that.

Jeff is an entomologist and is far better qualified to answer that than many.

Yes, I have met Jeff on more than one occasion and agree that as long as the encasement was in proper condition, DO NOT REMOVE IT.
