RestorX 250 - a reliable product?

I moved into a senior citizen's 53 unit complex in March '09, and found out the 1st day I had cockroaches, and then a week later bed bugs. My suite had been treated 6 times during the previous 6 months, other suites had all been treated last September '08 and several treatments after that. Supposedly there was a check every 3 months after, but that was never done. When my place was treated, all other suites were not treated. Was told that bed bugs were too lazy and would not attempt to move such a distance. The day I moved in, the tenant in opposite suite moved out and subsequently found out that there was a very heavy infestation, so it was treated and left empty for a month. Other suites were not looked at or treated.
I have had 4 treatments with one PCO. After the 3nd treatment, I had no bites for 17 days and felt positive that my nightmare would soon end, and then woke up to about 15 bites. There was usually a gap of about a month between treatments.After 3rd treatment, it was determined that unit beside me had bed bugs and that was where I was being reinfected from. So another treatment was scheduled for my place and this other suite, and after this treatment there were many more bites and are increasing. Other tenant says he has not been bitten???
My prep work from the beginning has been excellent (did everything that has been suggested here on this site) and the CPO said if others had followed my routine, most likely there would be no beg bugs left.
So another PCO was hired and was told that they would be doing some kind of heat treatment along with residual. I went away for a week and came back to find front taped shut, along with one heat detector covered and taped, somehow they missed my other heat detector. I wasn't home 20 minutes and was being bitten in a frenzy and was bitten every night since then. This same CPO is coming again Wednesday to give another treatment and I asked last week for a prep sheet to see what they would be doing and what I should be doing. Here is what it says:
"Treatment will consist of an application of RestorX 520 to the wall surfaces and baseboards and the fogging of the room to inhibit and control the bed bug infestation and prevent re-infestation of the suites.
Our treatment would consist of a foam application of RestorX 520 to wall surfaces, beds and baseboards and a complete fogging of the room under controlled heat. We would control entry into our work areas and complete on room at a time before moving to the next. Upon completion of the treatment, the room will be ready for occupancy in six (6) hours."
Does anyone know of this treatment and how effective it is. They are a new company and just getting into this business.
I have lost more than half my clothes, and half my furniture. Have spent a fortune on bags, etc., you know the routine. I have Lyme Disease and glaucoma and am really worried that my health (in more ways than one) is being affected. This past week with the heat wave in Vancouver has really made the bed bugs really active. I don't know how much I can take.
I truly appreciate all the advice from these forums and hope that someone can let me know about this kind of treatment. Thanks so much.

SickOfBugs, welcome aboard. Sorry to hear that you're dealing with this. I hope that you fid comfort both here and in your home. Is RestorX the name of your PCO, as well? I found no "RestorX 520" that made sense. Maybe it's their proprietary mix. The treatment they're describing sounds like "thermal fog", which others on the board have asked about, but it's unclear what it is (I have a hunch that it's something certain PCOs spout out of their ass to sound like they're doing something valuable and cutting edge.

Name of this new company is Angel Restoration based in Vancouver, BC. You are probably right about their proprietary mix. I will call and ask what they use.
