Recent Flood in Bedroom, may have bedbugs

Okay, I barely have had time to read through everything and I am freaking out of course.
This weekend my bedroom flooded through a light fixture and my wall. My landlord has done nothing and my light fixture is still wet (as of last night) and my bed and boxspring were flooded.
Picking up the bed to air out I noticed there was a bug in the boxspring frame (dead).
I have been feeling pricking feelings at night for a month or two, and had worried I had bedbugs. I have only had one set of bites that looked like mosquito bites one night a few months ago (before really noticing the feeling of being pricked). Since then, no marks or bites at all - and I am a highly allergic person who tends to react to everything, mosquitos especially. I can't find any bites on my body at all and haven't been able to. Since I have severe allergies to perfume and enviromental toxins (have been almost disabled by this in the past), it would be highly ironic if I were not allergic to bedbugs.
There are other bad signs. I have an antique curtain on my window. Recently I noticed that yellow stains were coming up from being in the light so long. Then I noticed some red stains and was amazed that the light could bring out yellowing and old blood stains. Bad, bad sign.
My current problem - my mattress is mildewed. It needs to be tossed. My camera is being charged right now to take photos. I have to throw the mattress away tomorrow. I don't know how to do so without possibly infecting the rest of my house. A friend gave me a futon and I'm sleeping in the living room on the floor.
I also collect clothing and have an enormous amount. A lot of it is antique and delicate. I was thinking about opening a store. I am willing to dry everything hopefully I will not have to toss it.
I am probably moving in a month so I have to address this now so I don't infect my new place.
I am severely chemically sensitive so I am afraid of pesticides in my home. I'm also broke and with an uncooperative landlord.
Where do I start? How do I toss the mattress properly? Once tossed, how do I get the bedbugs identified (if that's the problem)?
I will photograph it but my light fixture is still wet, no electrician, so no good light until tomorrow am.

a piece of relevant info:
I sleep in a tiny room near a porch with an open window, with the ac it is hard to screen it properly. the pricking feeling started around then. I have had spiders before because of the window.

and I have never had a live bug found hen i feel i am being bitten.
