I seem to have a few bites on my scalp. Is it likely that bed bugs would rather bite through my hair then go for my exposed hands, neck or face?

It is unlikely the bite your scalp, but some here are sure they have been bitten on their scalp, especially those who have had hair extensions.
As a first choice though, they would go for your exposed face, neck, hands etc...
If you think they are in your hair, I would think a good shampoo and maybe a nit comb to comb really slowly to make sure they aren't in your hair. it is really unlikely they are, but if it would make you feel better. If the sores on your head get worse, I would ask a doctor, might be some type of dermatitis or something.

Thanks. I am leaning more towards lice now. I have read more about body lice and this would make more sense of why i was being bitten under my clothes more then i was on my exposed skin.
