How to organize thermal treatment in some units and chemical in others.

It's been discovered that a friend's elderly father with emphysema (he's on oxygen) has an advanced bed bug infestation. He's a non responder. Since chemicals are probably not the best option for him health wise, thermal treatment is being considered.
It has been discovered that many other tenants in the building have had infestations in the past and my friend is trying to determine, with no help from management, just what the state of affairs actually is presently.
If it is discovered that adjoining units have bed bugs, how would you approach the order of things? I'd imagine treating adjoining units (they would probably use chemicals) should happen first... then the thermal in my friend's dad's apt.? What happens when the neighbors have to have their second treatment? Should he have dust put in the walls? A baseboard spray? Should he caulk? Or, not caulk? If yes, at what point? (I know there is one out there that doesn't believe in caulking)
What is your best advice?

I don't have any insights but hope some of the pros who work with thermal treatment will have something helpful to say.

Still fightin' the good fight in my own way...had to help reorganize tenants in my building because of another bout in the building, but we're all smarter now than before, so it was contained more quickly....but I digress.

This is something you will probably want to discuss with a local provider. Major US operators/franchisors of thermal are TempAir and ThermaPure. You can contact them for local affiliates.
IIRC, thermal (unlike Vikane) can be applied to single units in a multiple dwelling. Bear in mind that as thermal alone offers no protection against re-infestation, even immediately after treatment, it is often supplemented by dusts and/or liquids.
If health is a concern, you might want to involve a doctor or nurse to advise on risks and mitigation.

I'll bet heat even accelerates the breakdown of residual chemical treatments (except for pure DE), which is another reason to do thermal first.
I like the idea of thermal as a knockdown, and then dust as a way to mop up any survivors + keep a subsequent infestation from taking root.
