Please help! Does this sound like bed bugs to you?

My boyfriend (in NYC) was visiting a friend in Boston about 6 or 7 weeks ago. Upon returning, everything seemed to be fine. He went to bed and called me the next morning complaining of several mosquito bites all over his body including a particularly bad one on his ear cartilage. I freaked out thinking it was probably bed bugs. However, he checked his mattress and found nothing. I inspected the bites and it looked like he had been exaggerating...there was one bite on each foot, one on his forehead and one on his ear. The bites went away after a day or two and nothing happened after that. I have slept over at his place several times since then and neither of us have had any issues.
Fast forward 6 or 7 weeks. My boyfriend bought a new queen sized bed and box spring last week which I helped him set up. Everything came wrapped and sealed in plastic. My boyfriend again went on a short weekend trip to his friend's small country house in Pennsylvania with no problems and came home two days ago. His first night back he slept over at my place with no problems. Last night was his first night back at his place, and he couldn't sleep at all because he was getting bitten by mosquitoes again. I guess he woke up at 4:30am to apply Calamine on his bites, turned on the fan and slept under the covers without anymore issues. He saw something small flying around but said it looked too small to be a mosquito. He has one bite on his earlobe, one on his forehead, two on his right hand, one on his left hand, one on his arm, and 5 total on both legs and feet. They are all small red bumps. However, NONE of the bites are really close to each other. There aren't any clusters or line patterns we can see...they are all quite random. He has only had this bed for a week and we can't find any signs of bed bugs anywhere. I'm not sure what these are, but I'm scared to death I'm going to start getting bed bugs in my apartment now

His best bet is to call his landlord and have an exterminator come look at the apartment. You can play the guessing game, but he's just going to waste time and if the biting just started to happen this is the time to do something!
You can take preventative measures in your apartment - get bed bug cases for your mattress & box spring, vacuum daily, don't leave clothes and fabric things on the floor, clean out from under your bed and put things in plastic containers with sealed lids.
Don't freak out - there's a really chance that they won't spread to your apartment if he does something to his apartment now.

Bed bugs have wings but they can't fly so whatever is flying around is either what is biting him or he could be in the early stages of an infestation
