I think that "1 in 15" statistic is based on the DOHMH survey, which found that 7% of NYC residents had dealt with the problem over the past year, which is different from the blog's statement that 1 in 15 are currently dealing with it. http://newyorkvsbedbugs.org/2010/11/15/bed-bugs-and-poverty-in-cold-bar-chart-blue/
Not that there's any way to be 100% sure of numbers when it comes to BBs.
