NYC mattress disposal law and NYCYN

They dragged another mattress and box spring out to the curb tonight. Some one in my fan club, which consists of two people, may recall this has been a constant in my building lately which especially sucks for me as I am on the ground floor at the exit door. Anyway, I read somewhere today there is a 100 fine for disposing of not wrapped in plastic mattresses now.
ANybody know of this law? I could look it up by I'm busy reapplying my anti-zombie DE seal, again.

So who do I call? The cops? 3-11? What? If I call the landlord they'll put covert ops and snipers on me.
Edit for addendum: I just went to a window to ponder the situation and it's GONE. And it wasn't a cheap one, again.

The law was in effect as of 12/3 (today) but will not be "fully enforced" until January 1st.
So, unfortunately, no one's probably going to get busted until it happens in the new year.

Hopefully they will publicise the new regulations with another round of factual awareness about bedbugs.
