NYC—what type of letter to send to LL?

I have bedbugs, probably from my neighbor’s apartment. LL did arrange for exterminator to come to my apartment. But LL will not be proactive and inspect adjoining apartments to mine or above or below. LL will only act if someone complains (by then it’s a much bigger infestation).
I have called 311 and they can only force LL to deal with my apartment, which LL is, but not other apartments.
Told my downstairs neighbor she should get her apartment inspected, she has repeated called LL and left voicemail and LL has not responded to voicemail about inspections. Neighbor beside me seems to have bedbugs from conversation but very hard to get info from neighbor if they have them or have had exterminator. Neighbor won’t discuss it with me.
While there supposedly is a new law that LL have to inspect apartments above, below, next to—no sources I have spoken to can explain the law to me. 311 didn’t even seem to know what I was talking about.
If I send a letter to LL, not sure what to say. I am seeking to prevent reinfestation of my apartment.
1. Do I request/demand neighboring apartments be inspected/exterminated? 2. Do I go further and request whole building is inspeced/treated as bedbugs go from apartment to apartment. It is ineffective to only treat apartments as people complain.
3. Do I mention I might hold landlord legally responsible for negiligence in informing me about my neighbor’s bedbug problem and in not informing my neighbors about my bedbug problem?
