Newbie Prevention aka Mattress Left in the Hall

Hi All!
Really glad I found this site. Here is my story:
I'm located in Chicago on the north side and I live in a 5 story multi-unit building. It's a mix of rental and condo units, I rent my 2 bed 2 bath unit. I'm on the 5th(top) floor and there are 7 units on my floor. About a month ago a mattress was left in the hall, figured someone was moving and thought nothing of it, but it stayed there for days... Then 5 days ago another box spring is in the hall, then left in the elevator. My neighbor saw a bug on it and took a picture. Looking at the what's on this site and elsewhere, although I'm no expert it was DEFINITELY a bedbug. I contacted my landlord, City Health Inspectors, Landlord Tenant's Rights, Orkin and even the police (I think it should be a criminal offense to leave an infected mattress in the common area spreading infestation, but apparently its not... call me crazy....). Yesterday I talked to my neighbor again, he talked to another neighbor and said they both had bites. So yeah. Freaking out. But I found your site and I'm reading through everything, learning as much as I can to keep the overwhelming sense of impending doom at bay.
So far, using what I've learned here, we haven't seen evidence and no one is showing bites which I'm taking with a grain of salt. But as it stands I don't have a confirmed or active case. Orkin won't just treat a single unit (which totally makes sense) and I'm trying to coordinate with my neighbors/landlord to have an inspection done ASAP but besides getting encasements, climbups, beacons/dry ice; What else can I do?? Any advice or suggestions for "the neighbors had/have, but I don't" type scenario would be very much appreciated. Thank you all so much!

Wow, I'm impressed that your Orkin man won't treat a single unit! Mine tried to soak me!
I agree that there needs to be laws in place for the control of these beasts!
I'm waiting for Tenants Rights Union and local attorneys to get back to me. There does seem to be more being done in the city than in the burbs.
You are doing the right thing by educating yourself. Ignorance and silence spreads BB.
I wish I found this site sooner.
