Need advice - tricky building situation

   An apartment in my condo building has bed bugs. The infestation is apparently pretty bad, but the real issue is that the two men who live in the apartment are both - how can I put this - mentally compromised in some indefinable way - to the extent that they are incapable of following the simplest directions. From the moment the problem was identified, they have done exactly the opposite of what they've been told.

   Because of their inability to prepare (even to deal with their laundry), the venerable KillerQueen - whom I continue to hold in the highest regard - has recommended thermal treatment, which we are planning to do on Tuesday.

   Here's my question: how can we keep them from re-infesting their apartment immediately upon their return?
