Moving because my neighbors are ridiculous

Hi All,
This is my second round of bed bugs. In this new apartment they came from the neighbors yet again who are refusing to receive treatment from a PCO. They say, "you have to wash everything and its so hard and blah, blah, blah and we've lived here for 30 years". So they have decided to "fight" it with their own little home remedies such as bombs and other lovely little sprays and such. I think I saw a can of raid... They have reported that they have stopped, " seeing them" I have been treated by the PCO multiple times as is protocol. The only time I am being bit is right after my neighbors have sprayed or set off a bomb. There has never been any evidence of bugs in any of our things. My neighbor sprays ever 10-14 days and the night after I get bit. My PCO is convinced that they are coming from the wall we share. There is DE all in the cracks and crevices along that wall and no help.
So I have decided to move. I dont want to stay and fight this for the long haul because my neighbor is being ridiculous. I also don't want their heavy infestation ( seeing bed bugs all the time) to creep into my things. I feel like a move is going to save me from their insanity. In light of that decision I'm wondering if its safe to take my stuff. The mattresses have always been in casings and everything else in my apt has been poisoned multiple times.
Can I move just having the furniture sprayed again? The couch has been dry steamed should that be done again?
Should I chamber fumigate?
I clearly don't want to bring them to the new apt. I would just like to keep my stuff. The last time I threw it all away and started fresh. Any help for someone with a light infestation? Thanks so much.

Can you seal the cracks in the wall you share with the neighbor?
What does your landlord say about this? It's going to cost him a fortune if he's going to need to keep bringing in PCO's to treat apartments that get reinfested over and over.
