My finances have been so tight lately (as I'm sure we can all relate), but I am very interested in purchasing a PackTite for prevention and wondered if the prices usually run about the same ($295) or if they can be found cheaper anywhere. Are there payment plans? Does a PackTite also kill germs, or at least SOME germs? I've done a little bit of research on-line, but curious as to what you all can advise.

I think the cheapest Packtite anywhere is from North Shore Care with the free shipping code. Click either the yellow and red ClimbUps banner at right (which takes you to all of NSC's products, including Packtite) and make sure you enter the coupon code BBFREE at checkout to get free shipping.
They are not widely available outside of bed bug-related suppliers and the manufacturer. I don't know of any supplier with a payment plan, though they do take credit cards.
I do not know about killing germs, but I suspect not. The product is designed to kill bed bugs. Higher temperatures might kill bed bugs and germs but also destroy many items. Steam is a higher temperature, but many items cannot be steamed and you run a risk of mold if you do not use dry vapor steam.
