just met someone who moved from one infestation to another

This is just anecdotal, but I'm throwing it out there: I just met someone who moved to escape an infestation, and a few months later, his new apartment got bed bugs from the neighbors. His landlord did not warn him before he got the place, but the bugs had already been in the building.

I actually did sort of the same thing. I had an infestation at my old place and either it was taken care of or was so low that I couldn't find traces anymore, with thorough inspections. The neighbour above me was still infested according to the management, though. They were taking the approach of treating only once and only the suite that complained - you'd have to complain again to get a second treatment.
I moved to this building, aware that the neighbour above me had bedbugs but I was told that this suite was clean, so I figured since it was a better building overall that I would just be in the same situation bedbug-wise. Unfortunately I gambled and lost on that one - within two days of moving here I was seeing 2-4 bugs a night on my couch and in my bathroom. My running theory is that they were just lying dormant within the suite.
I came somewhat pre-prepared - encasements on the bed, DE bottle at hand, all that.
I've been treated once, back on the 17th. I am having some difficulties with the management of the building giving me information on chemicals and the like. I was told that they space out treatments 30-45 days apart, regardless of signs of infestation or not.
I'm a student and not in great financial shape, so I had no choice but to gamble on moving here - there was no where else to go and my old apartment was too much for my budget, along with being bedbug and cockroach infested, in a terrible state of disrepair and in a bad area.

Those are 2 of the stupidest treatment protocols I've heard of to date!I'm guessing they don't care if the whole building gets infested? Yikes! -
The whole building is close to being infested.
The official stories (because I got two stories in the same phone conversation with the management) was that:
They don't have enough PCOs to do treatments every 14 days
The PCO companies themselves recommended the 30-45 day spacing, citing the residual component of the sprays
Of course, I don't think they're being completely honest with me - if they're even being honest at all. They wouldn't even tell me the names of the pesticides that they're using, only that they're pyrethrins.
They're using 5 different PCOs in my city. Perhaps they think they're saving money by spacing the treatments out like that, but in the long term since this tactic will get them no where, they might as well just be throwing bags of money out the window.
