Is caulking a waste of time if you can't seal every opening?

    I live in an older apartment building and think BBs might be coming in from adjacent units. Small gaps along the baseboards can be caulked but there tons of other spots that are almost impossible to caulk (such as wall penetrations serving baseboard heating/cooling units and ventilation grills). I'm thinking that if BBs can't infilitrate through baseboards and wall receptacles won't they just go through any small opening they can find?

    Would it be a waste of time to caulk if you can't seal everything? Would it be better to focus on other measures instead?
