The colour seems off for a BB, as does the overall shape, but there simply isn't enough detail to tell you what it is - I can't even make out for sure if it's upside-down or right way up.
At the moment, I'd be inclined towards "no" but it would be really helpful if you could post a better image. If you put it in a ziplock bag you could get a much better image by using a flatbed scanner. Otherwise play around with your focal distance (& use something to steady your hand in order to get a better shot).
A very useful thing for you to do at this point would be to read the FAQs on this site, at least the Bed Bugs 101 section, if nothing else. It's far better to know what BBs look like & how to perform regular sensible checks than it is to worry about every unafamiliar insect or, far worse; not to recognise bed bugs if you do encounter them.

Paul Bello, one of the experts, asks for a clear picture from the top view, the bottom view and the side view. There was recently a blurry picture, and it makes it hard for the experts to identify.
Koebner has excellent advice.
Good luck!

It's not a bed bug or bed bug related. I can't figure out what it is but it's certainly not a bed bug.

Too blurry to say. Guess it's a beetle species, but only a guess until a much clearer image can be uploaded.
