I keep finding bed bugs but no signs of infestations!!!!

So last night after coming home from being awesome, I find 4 or 5 of these creatures on my bed. They weren't scattered around either, they happen to be in the same corner of my bed (which made it so much easier to kill.) After my murderous rampage and thoughts of inhumane bed bug genocide I checked around the area to see if there were any signs of infestations. The walls have no smears or blood stains, and the same goes for my mattress. (BTW my mattress is still in its plastic. I didn't find any BB's in the mattress, no blood stains, smears, etc. I've sealed any holes in the plastic I found just to be sure.) I've checked the sheets and pillow cases too and nothing.
I've check between the mattress and besides the miscellaneous paperwork I only managed to find a dead skin shell but nothing else. I haven't checked the bed railings yet as I can't lift both beds up by myself but I plan on check that anyway. I'm also planning to check between the saved paper work just to be sure.
I had an infestation years ago (probably back 06 or 07) and after we had gotten rid of the mattresses and other furniture, cleaned the apartment meticulously and did the laundry, we haven't had any BB trouble since.
This isn't the first time I've seen bed bugs either. I've been finding a couple since last year (usually one BB like every 3 or 4 months or so) but last night was the most I've seen in a long time and I don't know where they're coming from! I think it could be from one of the neighboring apartments but no one has come out and said they found bed bugs.
I moved my bed away from the walls to see if it would help and today I am going to do laundry and do some cleaning around the area. I want to know where are they coming from!!?!?!? Could it be the neighbors? How can I prevent anymore bed bugs from coming in? Since I have some saved paperwork and a couple of notebooks between my mattress, whats the best item to use to store them?
I'm sorry if these questions sound stupid and I also apologize for my post. I'm trying to make light of the situation by not freaking out and being paranoid.

While I may not know for sure what "being awesome" means or is, I do know what a bed bug is and what/how they do what they do.
This said, that you continue to find bed bugs over time without any other evidence of bed bug activity raises some questions as this is not typical with what we know about bed bugs.
Questions:
> Any bites?
> Have you checked the bed frame or other furniture near the bed?
> (I assume you know what to look for.)
> Are you finding any of these critters near the windows?
> What type of place do you live at?
> Do you have any photos to post?

I've found small raised red bumps on my left arm that are clustered (every other area on my body has no bites. Extremely weird.) I'm not so sure if they are bed bugs, i've tried taking a picture with my camera phone but it doesn't show too well.
No one else has been complaining of bed bugs so I assume they haven't been around, I will check the other furniture just to be sure.
Nope, I have not seen BBs near the windows.
I live in an apartment, in New York.

check any furniture with wood.check every crack and crevice with a flashlight.They hide from light and movement. So if possible turn stuff upside down and check for little black spots on any wood. If you find black spots then rub it with a damp rag. if it is from BB it will streak red. because it is blood.

unruly - The wood thing is not born out by the contemporary behaviour of BBs. They demonstrate no preference for wooden furniture over metal, or even plastic. If there's a viable harbourage, they care nothing for materials.
From my reading, I think the "BBs prefer wood" theory is actually a 19th century sales pitch from brass/ iron bedstead manufacturers.

Why did you ask about windows? Is that where they congregate sometimes?

Hi guys, sorry for the delay.
I had not found any bed bugs around my bed after i had posted but I had found one between my saved paperwork (I had put all my paper work in a black bag the same day I'd written the other post) and I was going to sort through it to see if there's any infestation but I never got around it because I'm looking for work (that and pure laziness)I'm hoping that one bed bug is the only one I find in that bag.
Now I have to figure out how to save and seal my paperwork and prevent any bedbugs from coming in. Any Suggestions?
BTW, all I have are student loans. Nothing serious.
