I wouldn't tell anyone until you have proof (marks are not proof).
Get a PCO to inspect your place.
Are you in an apartment or house?
    Where are you located?

    I am NOT an expert.
My opinions are just opinions, they may NOT apply to yours or any situation.
My advice is to always do a LOT of research.
A lot of what I read contradicts other stuff on the Interweb.

Until you actually find solid proof of bed bugs, I'd keep an open mind. Your marks could be from numerous sources (allergies, dry skin, a reaction to lotion or chemicals, bites from another type of pest like fleas or mosquitoes, etc.)
Get a good PCO to invest or search for them yourself, though it can be a little tricky if you don't know what to look for. You could also try some passive bed bug monitors.
