Have they returned? Does powder keep killing?

I think the confusion is that most pyrethrin based products have a short residual and have to be reapplied in 10-14 days to kill hatchlings. A semi-new product (I think) that is being used for bedbugs is Phantom and has a longer residual effect so it needs to only be applied every 28 days (per manufacturers instructions). So it depends which product was used on your home.
PS If need a second application of Phantom, I would think that it was not applied in all the correct places, because the residual should kill eggs. (My PCO never got it quite right with 5 applications.) But a second application will be needed just about every time with pyrethrin products because something needs to kill the hatchlings.

Oops I meant kill the bugs that hatch not "kill the eggs"
