Has your PCO told you this? Spray bins, put books/items in there and THEN spray the room? I hadn't heard this technique yet in the forums. I need to give her an answer if I'm going to treat a second room next to my bedroom, which I just found out ALSO has bugs in it.

Every PCO is different, and since I didn't have chemical treatment (essentially), I don't have anything personal to draw on.
I can tell you this: bed bugs are very thin and can hide lots of places, including books. By putting the books in bins with pesticide in the bins, you might be increasing the chances of the pests crossing the residual when they come out of any books they've been hiding in, and given how many books I have in my apartment, I can see how books would make it difficult to treat a place. (I suspect the sheer volume of books in my apartment was one reason the PCOs said prepping my place for conventional treatment was impossible. I have five bookshelves in my living room alone, and it's not that big a living room.)
My guess (based on no personal experience with chemical) is that it's a way to move the books to make the room itself easier to treat but also increase chances of exposing any bugs in the books to pesticides.
I would just be extra careful if you do this not to lick your fingers or thumb and then turn the pages on any books that have been in those bins. Because doing so repeatedly seems like a bad idea.

That's what I was thinking, if it was this easy everybody would be doing it. But do I really want chemicals all over something I'm going to have my fingers all over? I feel horrible enough having pesticides on my floor...

I don't remember where you live, but if you're really that concerned about it, and you can swing it economically, maybe a Packtite is the better way to go (Assuming you live in the US. I don't think I'd want to plug a Packtite into a converter for electronics, you know?).
You could treat the books then pack them into sealed bags and put those in plastic bins to get them out of the way.
Or skip the bins and just use ziplocks. Depending on how many books you have, taking the money you would spend on bins and spending it on a packtite might not be that much of a price difference.

You read my mind. I'm looking into it right now. I live in Canada but I think our plugs are the same.

I was in Alberta last fall and did not need any adapters for the trip, so I think you're safe.
