Forming Task Force/Advisoy in Portland OR - Need Your advice, I'm in charge??

Any (and all) advice/suggestions welcome. I've been talking with Public Health/Vector Control and they (he) is open to forming a task force. My angle is these carry blood from one person to the next with their little pokers (hypothetically) not to mention all the other nuisance and agony they share. My argument is that while there may be no "evidence" that sticking their tube into your blood and then crawling under a wall and sticking their tube into another person's vein spreads blood disease of varying types (you know!!) there is also no evidence that they don't. So why not error on the side of caution. Plus everything else.
Been sending my contact links to NY advisory and other cities as evidence. They are open and asked me to submit a plan. I'm pissed off enough to stick with it (and of course my pests are still lurking about).
Please any advice - I also work at public radio so I understand how to use the media.
