You nailed the reasons why this approach will ultimately need to be repeated. People are people, despite all the talking, training and hand-holding. Enough people will make exceptions and do things their way to compromise the treatments.
Practical, fault-tolerant, affordable treatments need to be adopted, as is probably an attitude that going forward, BB will not be eradicated from the home in one shot. People will need to perpetually, actively manage their BB problems.
