"Double House" - Who's responsible for bed bug eradication?

We live in a 100+ year old house that where we live is called a "double house." It's one large structure with two porches, entrances, and back yards where the only thing we share is a common wall. It's not a condo. We maintain our own sides of the structure independently. The only thing we've done in common is pick a color to paint the exterior.
We found a bed bug yesterday and decided to hire a canine detection team to check the rest of our house AND the house on the other side of the wall. We'll pay for the search on both sides of the wall because it will help us decide on what kind of treatment to do. I communicated this to our neighbor and she agreed to the plan but a few things she said in our short conversation seemed to hint to me that she might expect us to pay for their treatment (if necessary), too.
We don't think we have that obligation since we don't even know who brought the bed bugs in. Maybe they have them and haven't noticed? This is a real possibility since they have the college students boarding on their third floor. I picture one of these boarders spending a night with a friend in a dorm, leaving their clothes on the floor by the bed, and bringing home some bed bugs. Of course, it's just as possible that we brought some home after traveling, in library books, my dad visiting, etc. It doesn't really matter how the bed bugs got here, I just want reassurance that we don't have to pay to treat their home, too.
Does anyone have experience in a situation like this? Keep in mind this is not a condo or rental.
