Does this sound right?

We started being bit about a month ago. After a few weeks of persistent biting, found this website, called landlord, they had someone come out. After inspecting, the guy found bedbugs in the couch and nowhere else, sprayed the couch lightly, and left. We found 3 live bugs in the couch that night, and called to schedule an appointment for a full treatment. A few days later I found one in the bedroom, just kinda chillin out on a stack of pillows. We did all the prep required, pulled everything out, bagged clothing, etc etc.
Today, the guy comes, DOESN'T do anything major, doesn't ask me to leave, sprays the couch really thoroughly with an aerosol that he claims will penetrate and kill the bugs, says that because our baseboards are sealed (we have hardwood floors throughout, btw) that he doesn't need to spray there, doesn't inspect anything else in the living room, inspects the bed, frame, box spring, etc etc, finds nothing whatsoever (and he seemed fairly adept at finding them in the couch) finds no fecal stains, etc etc. He doesn't do anything else.
When I asked about getting rid of the couch (it's a reclining loveseat, actually) he says that he can take it off our hands and give it to some other people who have no furniture right now, and to let him know if we want him to do that.Already sounds bad to me. So I called the company he works for, they tell me that because he found no activity (he didn't find anything new in the couch this time, either) that he can't spray the entire apartment. Then the manager comes back and talks to me as apparently that company called her, and tells me that one of the guys upstairs reported seeing a bug, and that it was only in HIS couch and that's all that they sprayed, and that he wouldn't even let them into the bedroom to spray.
So I told the manager that this is how they spread, and that they are probably moving from one apt to another. She seemed to not even believe me, and said to let her know if we see any more. They also said that they couldn't spray because I hadn't left the apartment - even though I was only waiting there for them to arrive! I doubt that they would have sprayed anyway, so why make the excuse?
The PCO also said that bed bugs hate light and won't come out till you turn the light off.
It sounds like the PCO doesn't really know what he is doing, and also like the apt manager doesn't know what is going on.
So, what do I do now? I can't afford to hire someone on my own right now, and I really don't want to be doing all this prep work for nothing. But if they aren't treating properly, then I am totally screwed.

that all sounds WAY off to me. I'm shocked at all the posts i read that people aren't being taken seriously, and aren't getting sufficient treatments. I'm shocked. I've had nothing but positive experiences with my PCO.
Professionals should know that if they're in a couch, they are most likely in other rooms, especially if the place is small?
They don't mind light so much, either.

That's what I thought too. Ugh. I don't even know what to do next. Basically they want me to wait till I am totally infested and THEN they will treat it. What an awesome approach.

ugh!!! where do you live? this sounds like the place i just moved from!!! The apt manager was also pest control, he was the one who started the epidemic and they act as if its no big deal. Until you threaten to call your lawyer!!! My MIL is a big part of our lives and is at our house often. she also has a wicked case of ocd. so when I told her about our bedbug problem, she flipped!!! the landlord knew we werent wealthy people. he wouldnt even return my calls when i delevered tyhe news to his voicemail. well my mil drives a jag and its obvious they arent struggling. so she called him and said since you dont want to call us back, ill take matter into my own hands. she said my son and daughter in law may not be able to afford a big fancy lawyer, but I have 5 of them. so You'll be hearing from them shortly. he called back within 10 mins.

this is the bad thing about renting. i wish i knew how to handle such a situation. One post i read they were getting a lawyer. WHY would anyone suggest waiting for MORE bugs? so more money and time can be spent on eradicating them?
