Do I have bed bugs again?!

I've been bed bug free for about 10 months. However, early in the morning, I found one on my table. Here's a picture http://postimage.org/image/5ofjc706d/ (The quality isn't that great because I took it with my itouch). Now, I'm starting to sort of freak out again. I don't think these are fecal/blood stains but because of paranoia, I was wondering if anyone could confirm whether or not they are. http://postimage.org/image/96j9jqhj7/ We threw away our old beds and now I share a bunk bed with my sister, so we don't have box springs. However, under my bed sheets, I do not see any signs of fecal matter or blood stains. Also, since I've had bed bugs before there are some old blood stains that I couldn't get out in the wash. Therefore, it's hard to tell if blood stains were from 10 months before or recent. Although the picture i uploaded asking about the stain, I am 75% sure is recent. There's something strange about my finding of the bug this time. In the past, I would find it on my bedsheets. But, this time, I found it on my table in the living room. Now, if i did have an infestation, would it be in the living room or my bedroom? We haven't brought in any new or used furniture. This was the only bed bug I found and I'm iffy about the bedsheets, so I'm wondering if I should let my building's landlord know or wait until I have more proof.

Honestly, I'm hoping it's a one BB that manage to sneak onto my desk but I'm not sure judging by the bite marks.
