Do bed bugs bite at hair follicle?

Hi guys,
Do bed bug bite at hair follicles only? I have gotten a few bites or marks scattered on my arms and legs. I noticed that all the marks are at my follicles. They are not in cluster of 2s or 3s or even more.

it could be folliculitus or something like an allergy. ive never noticed that bed bugs only bite at the follicle. do they itch? or are they just red bumps?
i get folliculitus on my legs when i shave because my skin is so sensitive, it looks like a red bump or pimple, it think the follicle just gets irritated.

They dont itch. And yes it looks like red bump or pimple. They take really long to heal. Its 2 months and I still have darken skin of what was reddish bumps. They are still appearing on my legs, mainly on my thighs.
I have some sort of rash on my shins and calves. The oldest rash is 2 months and its not even clearing up. Can bed bud bite remain for so long?
