We recently replaced the floor in the basement, and the trim is off, so I planned to put DE in the gap (laminate) and behind the baseboards/quarter round before I caulk and paint. There is a vent on one wall and a cold air return on another about 6" off the floor. Should I avoid putting the DE on those walls, or will having the top caulked/painted be sufficient?

At this point I have no idea what's trying to eat me, but my theory is a little inert powder under the baseboards can't hurt anything good (so long as it stays under the baseboards and doesn't get in the HVAC system).

DE applied behind the baseboards sounds OK. that's what U of F does in their dorm rooms in conjunction with their unique thermal approach. Caveats:

Make sure your application does not conflict with what your PCO is doing. Ask.
    Wear breathing protection.
Apply sparingly. BB are reputed to bypass large deposits.
Do not apply where it might be kicked up, sucked into your vacuum or pulled into your HVAC system.
