Box Spring Covers

I have a couple of questions. First, I bought the box spring cover from that National Allergry Brand that I found on this page. Have these been bed bug tested and are they effective? Also, what can I put in my little "moat" on my bed lifts to kill these demons? I was thinking rubbing alcohol? I heard mineral oil but don't know what that is.

rubbing alcohol is a good contact killer so that would be ideal as long as you don't have childern or pets in your room

You can read about encasements here. There is a summary and links from there explaining studies done to test if bed bugs can enter/exit bed bug encasement fabrics, zippers, and zipper end stops (3 different problems).
There's more than one National Allergy encasement-- the Elegance line is discussed in the post I link to above and if you mean the ad in the forums sidebar for National Allergy, this is the line it points to. There's test data on that NA page too, but I'd start with the information here which mentions comparative tests done by Rick Cooper on Protect-a-bed, National Allergy Elegance, and MattressSafe and several others.

You can purchase mineral oil at any drug store.
Clean tall yogurt containers will work even without the oil. The sides are too slick for the bed bugs to climb out.
