I read that steam vaccums work great but they have to be a certain temperature to be effective. Which one is best? Which one is affordable for a college student making minimum wage? What exactly is the temperature needed in order to kill them?

There's a whole FAQ (Frequently Asked Questions) on steam here:

However, steam, like any tool, "natural" or chemical, is most effective when used as part of a integrated pest management system (IPM).

I don't know what the local laws in your part of Ohio are, but self-treatment is very difficult to pull off successfully. If you're having trouble with a landlord provided PCO providing less than effective treatment, you might have more success going to a tenants' rights organization to see if there's anything they can do for you, esp. since the dry vapor steamers that are most effective are about $400 to $700.

The thermal death point for bed bugs is about 113 degrees F. However, when using steam the trick is that you need to be able to raise the temperature inside insulated materials like couches or mattresses quickly enough that the bugs don't just run away from the heat. In addition, any steamers that are not dry vapor run the risk of leaving behind so much moisture that you could end up with a mold problem.
