Bed Bugs with no Evidence?

I live in the UK and a few weeks ago I noticed itchy (what I thought were spots on my thighs) I showed them my husband and he said they were just spots.
A week later I found two more on my thigh, then three, really red and itching continually. I realised that these were no longer spots. The itching was terrible and they didn't look like spots now. Each day the situation became worse, everytime I slept in my bed I'd wake up with more bites on me. I found it difficult to sleep at night because they would itch and itch all night even though I'd used cream.
We went on the internet and drew up a list of things to look for if you have bed bugs, we checked the bed properly, we checked the furniture and the curtains, we found nothing, absolutely nothing after three long hours of searching.We thought perhaps fleas, so we sprayed the whole house. I slept in the spare room and noticed that while in the spare bedroom I did not recieve any new bites! My husband stayed in the main bedrooom because he seems unaffected by whatever it is that is biting me.
Last night after using a flea spray twice in the house I returned to the bedroom. I woke up with three small bites on my body, not as big as they had been but I am still being bitten. After reading about bed bugs for hours I find that most people say 'you can't say its a bed bug unless there is more evidence than the bites', one booklet I printed out said 'find the evidence' but the fact is after a week I cannot find anything to indicate bed bugs, no blood marks on the sheets or bed and nothing else that is on my list. I've looked at the youtube videos, read all the papers. I've also looked into allergies, and I've even looked at scabies but my doctor says that is doubtful and he has looked at them himself.
My question is ' can you have bed bugs and find not evidence in the beginning of an infestation?
My mattress has a memory foam topper.
On youtube they show people finding the evidence and I watched a video on the bbc with the evidence in full view on the sides of the mattress and even on the wall. I'm at a loss and its driving me crazy!
My next course of action is to buy an encasement for the mattress if I can find a bed bug one in the UK.

It's possible that your infestation is not full-blown and that's why it's hard for you to find the evidence. If it is bed bugs there is definitely evidence somewhere, but it can be hard to find if there are only a few.
I was being bit for 3 months before I realized it was bedbugs. I had checked the corners of my mattress and never saw the tell-tale signs. Once I realized it couldn't be a mosquito biting me I came home with an encasement for my mattress and when we took the mattress off the bed that is when I finally saw 1 bed bug. There weren't stains anywhere on the mattress and only a small stain on the box spring, which I would have thought was just black paint or something. Since then I've noticed more bed bug signs, but haven't seen another adult bug. You would think my infestation isn't that bad if I can't find anything and have cleaned, but I'm being bit every night.
My boyfriend and I share a bed and I'm the only one being bitten.
I say treat it like it's bed bugs and as you do the treatments you'll either find confirmation that it's bed bugs, or you'll never see anything but probably stop getting bites. If you can afford it - find a good exterminator that specializes in bed bugs - it'll be worth every penny!

Thank you very much for your advice.
After using a flea spray things calmed down a little, I began to get less bites, one a day. Unfortunately after a couple of days the bites increased in size and severity. Yesterday I counted five seperate bites on my back. My husband keeps saying 'why can't we see them or evidence of them' and of course I too find it strange.
I don't have an answer, I see these videos of people getting bites but taking the bed apart and finding something but I have found nothing, I've checked the headboard, the mattress, the seams of the mattress, the box, the bedside tables and underneath the drawers, the electrical sockets, the curtains and a picture frame, I've taken the skirting boards apart. I've used a torch at night. I'm feel like I'm being driven crazy. The bites itch all the time.
If I could just find something. I used a BB Alert system under the bed, nothing has appeared. I can't understand it except like you said its in the beginning stages and not easy to see the evidence.
I'm now going to try tape as its the last thing I haven't tried, I will be speaking to a specialist next week. Of course I won't be able to give him any evidence which I know they ask for but I have no choice but to do something.
