bed bugs?

Last night I was laying in bed having trouble falling asleep, just tossing and turning. I felt a little itchy on my thigh and realized I had a little bug bite or something. Figured it was old. But then I kept feeling itchy and tossing and turning so I got up and noticed I has several little pink welts on the backs and inside of my thighs. I freaked out and started doing bed bug research on the internet and haven't slept all night. This morning I'm ripping my bed apart searching for the "signs."
The bites or w/e decreased in size several hours later, but it looks like now I have new ones, even though I haven't been in bed. They start off about half the size of a penny, flat but slightly raised (no real bump of dot in the middle) and pinkish. Then later they shrink to half the size of a pea and look a little redder, but don't itch anymore.
I couldn't find any fecal stains on my sheets or mattress, but I'm still looking... found little black specks mixed in with dirt and sand from my feet, but they didn't smear or melt in water.
I thought once before I had bed bugs like five months ago, but then I had fewer bumps, and I did internet research but didn't chalk it up to bed bugs.
Am I being paranoid? am I not being conscientious enough? Could this be some other bug or dermatological thing? Do bed bugs keep biting if you're awake and tossing and turning and itching your skin while new bumps are appearing? I thought they would scurry away. ugh...
