Are these nymphs?

I just moved out of an apartment I found out had bed bugs. My friend came to help me move out only really exposed his shoes to the carpeting in my bedroom. A week later he just realized his shoes have very small white bugs crawling all over them. He threw them away but I'm scared that they are bed bug nymphs. They do not have any red spots and were about 1mm in length. They crawled very fast and you could not see them unless you stared at the shoes for a while. Is it possible these are another kind of bug? If they are bed bugs.. what precautions should be taken?

It is almost impossible to say what they are or what they are not without a picture.
As they say a picture is worth a 1000 words.
If you can capture a sample and take a picture I am sure myself and others will be happy to help identify it.

Well, I saw 2 nymphs this weekend as they were crawling on my arm. They were more yellowish than white and as they scurried along in the bright sun they stopped for a quick moment and their bodies darkened. I caught them with tape. I did not have any reaction where they bit me.

I WISH MORE PEOPLE WOULD POST PICTURES OF THE BABIES AND EGGS SACKS OR POOP. i KNOW WHAT THEY LOOK LIKE ADULT, BUT NOT SO SURE ABOUT THE BABIES.
