<p style="clear: both;">Francoeur claims he simply got home late from an appointment, but it does not explain why the city was turned away or locked out on seven previous occasions. The article claims the city</p>
<blockquote style="clear: both;"><p>. . . visited Unit 1908 at least eight times. Each time, the bedbug warriors were turned away for different reasons — once because, they say, Francoeur, a 35-year-old convicted drug dealer, changed the locks.</p></blockquote>
<p style="clear: both;">Francoeur claims the public housing building had bed bugs before he moved in. However, this is no reason not to try and cooperate with the city&#8217;s plan to treat all the units.  It is hard enough to get rid of bed bugs in a multi-unit building.  If the landlord is willing to treat all units concurrently (and repeatedly, we hope), the other tenants have a better chance of getting rid of this problem.</p>
<blockquote style="clear: both;"><p>The board ruled last month that Francoeur “substantially interfered with the reasonable enjoyment of the residential complex by the other tenants.”</p></blockquote>
<p style="clear: both;">We hear all of the time about such cases, where a tenant &#8212; for whatever reason &#8212; refuses treatment.</p>
<p style="clear: both;">(And I love, by the way, how &#8220;reasonable enjoyment of the residential complex&#8221; translates to &#8220;trying to eliminate a blood-sucking parasite.&#8221;)</p>
<p style="clear: both;">A NYC reader emailed today telling me that while she does not have bed bugs yet, she just heard someone in her building &#8212; a number of floors above her &#8211;  is refusing treatment.</p>
<p style="clear: both;">Even though laws may allow such tenants to be forced to cooperate with treatment or evicted, the process of enforcing them may take some time.</p>

			<content:encoded><![CDATA[<p></p><p><a href="http://www.thestranger.com/seattle/bugs-in-your-bed/Content?oid=3210060">The Stranger has a new article on the rise of bed bugs in Seattle.</a></p>
<p>What struck me most was its grim view of a bedbugged future, where we just give up and accept our fate of living with bed bugs.</p>
<blockquote><p>Both [Virginia Felton of the Seattle Housing Authority] and [Clay Thompson of the Seattle's Department of Planning and Development] admit the city doesn&#8217;t have the resources to exterminate its bedbugs. &#8220;We could spend thousands and thousands of dollars getting rid of the bedbugs in any given place,&#8221; Felton says, &#8220;and then someone could just bring them back in.&#8221;</p>
<p>So what does she propose?</p>
<p>&#8220;If we can provide resources for our residents to not be bitten constantly and get a good night&#8217;s sleep, then that&#8217;s pretty good.&#8221;</p>
<p>In other words, bedbugs are now a permanent fact of life for the urban poor in Seattle, just like the old days. And SHA isn&#8217;t trying to exterminate the bedbugs, just keep them out of the bed?</p>
<p>&#8220;Yes.&#8221;</p>
<p>How?</p>
<p>&#8220;Provide bed frames for our residents to get their mattresses off the floor, tell them to keep the beds away from the walls and their blankets off the floor,&#8221; she says. &#8220;And there are these little interceptor disks you put beneath the legs of the bed&#8230;&#8221;</p></blockquote>
<p>It&#8217;s nice to think that we can keep people from being bitten in bed, and that this allows people to live with bed bugs and not be bitten, but the reality is that bed bugs which do not bite you in bed <em>will </em>bite you during the daytime.  There&#8217;s no reason to think they&#8217;ll feed any less often, either. They live to feed on their hosts&#8217; blood, and are not easily deterred from doing so.</p>
<p>The City of Seattle needs to do more to get rid of bed bugs, not just help tenants <a href="http://bedbugger.com/2006/11/02/faq-how-do-i-protect-my-bed-from-bed-bugs-part-i/">isolate their beds </a>while they live with bed bugs.  I know it&#8217;s not the fault of the DPD or the SHA &#8212; they need funding.</p>
<p><em>Emergency</em> funding.</p>
<p>If an earthquake had put cracks in buildings all over Seattle, I am pretty sure some federal emergency funding would ensure tenants did not have to sleep under tarps.*</p>
<p>Bed bugs <em>are</em> a kind of natural disaster.</p>
<p>The article notes that Felton &#8220;who has worked at SHA for 10 years, heard the first reports of bedbugs this year at Denny Terrace&#8221; (I assume <em>The Stranger</em> means this<em> fiscal</em> year).</p>
<p>That must be an error.</p>
<p>Almost exactly a year ago, we picked up on a story from NWCN news that &#8212; in response to bed bug troubles &#8212; the SHA had acquired a bed bug sniffing dog, were looking into thermal bed bug remediation, and talking about educating tenants about spotting bed bugs.  <a href="../2009/01/17/seattle-housing-authority-you-are-smart-about-bed-bugs/">At the time, we sure thought SHA <em>had it going on</em>, where bed bugs were concerned</a>. It is clear from the NWCN story that bed bugs were being reported in SHA buildings well before January 2009.</p>
<p>In any case, now 1/3 of the units have been treated, and there are currently 35 outstanding work orders (the wait time for an inspection at Denny Terrace is two weeks; who knows how long treatment takes).  If units are inspected and treated only as complaints roll in, the problem can continue to spread.</p>
<p>And those are likely not all the infested units, since as the residents&#8217; pro bono lawyer Julie Wade notes,</p>
<blockquote><p>&#8220;People are reluctant to complain,&#8221; she says. &#8220;They&#8217;re worried about losing their housing and worried about retaliation.&#8221;</p></blockquote>
<p>And we can assume many others simply don&#8217;t see bed bugs and don&#8217;t react to bed bug bites.</p>
<p>I realize that fighting bed bugs will be an ongoing struggle for any housing provider.  I am not suggesting that proper treatment of a SHA building would be a one-off exercise, where bed bugs in the entire building are zapped overnight with a one-shot method like Vikane or thermal, and never return.  However, allowing low income tenants to live permanently with bed bugs means they will continue to spread at alarming rates.</p>
<p>And eventually everyone in Seattle could be affected.</p>
<p>And I wonder if <em>that</em> would be equally acceptable?</p>

<p>The earthquake analogy was perhaps not the best move today, I realized after writing this.  (Sorry about that.) </p>
<p>Bed bugs are far from being on the same level as far as disasters go.  I still insist that we deserve not to have to live with them.  But it&#8217;s really important to clarify the distinction.</p>
<p>On that note, I just made a donation to <a href="http://doctorswithoutborders.com/">Doctors Without Borders</a> to support relief efforts in Haiti.  </em></p>

Our aim is to get rid of bedbugs entirely. We are killing them agressively with our pro-active approach, but we know that no one is able to eliminate them entirely. In the meantime, we want to make sure people get a good night’s sleep.

<p>Just to clarify, it&#8217;s important that readers understand that it<em> is</em> possible to rid one&#8217;s home of bed bugs <em>entirely</em>.</p>
<p>On the other hand, it would probably be impossible to ensure that a large public housing building like <a href="http://www.seattlehousing.org/housing/public/locations/denny-terrace/">Denny Terrace</a> (which has 218 units) was entirely free of bed bugs &#8212; at least it would not be possible to ensure this <em>for very long</em>.  It would probably be impossible to get it bed bug free <em>even momentarily</em> without a lot of money being invested, and this would not be a permanent solution (though some public housing developments have done so in the past using building-wide thermal treatment or gas fumigations).  I think that&#8217;s what Virginia Felton meant, and I appreciate that difficulty.</p>
<p>She also helpfully directs us to the SHA&#8217;s article, <a href="http://www.seattlehousing.org/news/releases/2009/bedbug-control-efforts/index.html">Seattle Housing expands efforts to control bedbugs: Tools and education being used to stop the spread of bedbugs</a>.</p>
<p>It details the efforts being directed by SHA into pest control treatment (pest management professionals), tools to help tenants fight bed bugs (they&#8217;re providing tenants with encasements and ClimbUp Interceptors, among other things), and educational programs which are helping tenants learn how they can help fight bed bugs (by promptly reporting problems, allowing treatment, doing the required prep, reducing clutter and belongings where possible, and using the tools provided properly).</p>
<p>All of that certainly sounds very good!</p>
<p>Interestingly, the report notes that the SHA has also built cooperation with bed bug treatment into their leases and renewal leases:</p>
<blockquote><p>Highlighting the commitment required to address bedbugs, the Seattle Housing Authority included an addendum dealing with pest control into its standard lease with residents in November 2009. The addendum has been posted in all properties, and is included with each lease renewal.</p>
<p>This policy outlines steps residents must take to make controlling pests possible in their apartments, such as ensuring there is good enough access to all areas of the unit for pest control staff to do their work. Also, the policy emphasizes the fact that bedbugs are more easily spread when they hitch a ride on items like discarded furniture or infested personal possessions, so preventative measures like using plastic bags are necessary.
</p></blockquote>
<p>It also notes that helpers are provided for tenants who need assistance with prep.</p>
<p>And it clarifies the historical background to the SHA bed bug problems, another issue mentioned in the post above:</p>
<blockquote><p>The Seattle Housing Authority is responding to increased reports of bedbugs in some of the 4,500 rental units it manages and rents to low income residents in Seattle. Over the past year alone, there have been over 200 reports of bedbugs, whereas there were none as recently as early 2007.  While not all of those reports turn up bedbugs, the housing authority recognizes that this is a serious issue that affects the lives of its tenants in considerable ways.
</p></blockquote>
<p>I am glad that SHA is doing as much as it is for tenants, and I hope that aggressive inspections and repeat treatments where needed (it isn&#8217;t clear how quickly that happens after an initial treatment), as well as the provided tools and education about bed bugs, will help more tenants live bed bug-free.  </p>
<p>And I still think the SHA needs more funding, to be able to respond promptly to complaints and to carry out its other work.</p>

			<content:encoded><![CDATA[<p></p><p>The Minneapolis Public Housing Authority is using thermal methods to treat bed bugs in public housing, according to <a href="http://www.startribune.com/local/80487792.html?elr=KArksLckD8EQDUoaEyqyP4O:DW3ckUiD3aPc:_Yyc:aUUsZ">a new article in the Star-Tribune:</a></p>
<blockquote><p>&#8220;Hang tight, it&#8217;s gonna feel like Hawaii in there,&#8221; says Henry, assistant director of maintenance operations for the Minneapolis Public Housing Authority (MPHA), as they lug four giant heaters into a one-bedroom apartment.</p>
<p>The crew sets up some sensors, and Henry flips a switch. Within minutes the place heats up to near 100 degrees. At 120 degrees the bugs begin to die. Henry maintains that temperature for six to seven hours in a regular bedbug bake-off.</p>
<p>It&#8217;s a task he performs in at least four apartments a week these days, and he&#8217;s just one of a growing number of bedbug bakers across the Twin Cities and the nation.</p></blockquote>
<p>Bravo to Minneapolis for employing the most effective method for bed bug eradication in its public housing units.</p>
<p>Thermal is one of two reliable one-shot methods for killing bed bugs, and the only one you can employ in a single high-rise apartment unit.</p>
<p>Assuming that MPHA is also ensuring that all infested units in a building are simultaneously detected and treated, and assuming they are also educating tenants about how to prevent reinfestation, this sounds like a <em>very</em> good situation for tenants.<strong>Similar Posts:</strong>

<blockquote><p>&#8220;I was told there is nothing they can do until I physically catch one,&#8221; she said. &#8220;I can&#8217;t catch one. I&#8217;ve been looking and trying to catch one because I want these gone; it even says online that these suckers are so hard to catch sometimes you need a professional just to even catch one.&#8221;</p></blockquote>
<p>Bed bugs are indeed difficult to catch.  You may be bitten for a while before ever seeing one.</p>
<p>It&#8217;s true that an infestation needs to be confirmed before treatment occurs.  But are tenants the best ones to search for a sample?</p>
<blockquote><p>It wasn&#8217;t until a building maintenance worker, who was in her apartment about a week and a half ago for a different reason, saw evidence of the bugs, that the Lewiston Housing Authority scheduled an extermination appointment for her apartment.</p></blockquote>
<p>(This is similar to the NYC Department of Education policy discussed <a href="http://bedbugger.com/2007/02/15/more-on-the-new-york-city-schools-and-bed-bugs/">here</a> and <a href="http://bedbugger.com/2007/08/02/nyc-doe-now-provides-information-on-their-website-about-bed-bug-policy-in-schools/">here,</a> which requires teachers to bag and send in a bed bug sample before any action is taken in their classrooms.)</p>
<p>Olivieri has two children; her 1 1/2 year old had a &#8220;serious infection from picking a scab left from a bed bug bite,&#8221; and had been taken to the doctor.</p>
<blockquote><p>Jim Dowling, executive director of the Lewiston Housing Authority, confirmed that the working policy for bed bug treatment is to ask the tenant to show a bed bug body first.</p>
<p>&#8220;If someone reports bed bugs, but doesn&#8217;t catch one or have anything to show us, it&#8217;s very hard to know whether there are bed bugs there or not,&#8221; he said. &#8220;It saves (us) from tearing a unit apart looking for bed bugs, which can sometimes be hard to spot.&#8221;</p></blockquote>
<p>It&#8217;s true bed bugs are hard to spot. And it can be expensive to have someone follow up on all suspected infestations.</p>
<p>However, not getting a professional in to search for signs of bed bugs means many tenants may go months, even years, living with bed bugs.</p>
<p>This is a terrible situation, and in the end, I suspect it will cost the Housing Authority or other landlords more money than they would spend if they promptly responded to suspected cases of bed bugs.  Because during that waiting period, bed bugs will spread further &#8212; both within the building, and outside it.</p>
<p>It&#8217;s well known that bed bugs are difficult to find; experienced PCOs tell us they take hours to locate samples.</p>
<p>Other housing authorities (in <a href="http://bedbugger.com/2009/07/09/milwaukee-housing-authority-purchases-bed-bug-sniffing-dog/">Milwaukee</a> and <a href="http://bedbugger.com/2009/01/17/seattle-housing-authority-you-are-smart-about-bed-bugs/">Seattle</a>) have invested in bed bug sniffing canines.  A well-trained dog in the hands of an experienced and talented handler can be an effective tool for locating bed bugs.</p>
<p>Another option for the Lewiston Housing Authority would be a set of active bed bug monitors (such as the <a href="http://bedbugger.com/2008/07/30/bed-bug-trap-on-its-way-finally/">Nightwatch</a>), which could be deployed to apartments where bed bugs are suspected.</p>
<p>Bed bug inspections and active monitors are not cheap, but detecting bed bug infestations before they get out of control and spread makes it easier to get rid of bed bugs and prevent them spreading further &#8212; and this saves a lot of time, energy, and money, both for tenants <em>and</em> their landlords.<strong>Similar Posts:</strong>

			<content:encoded><![CDATA[<p></p><p>Bed bugs were first noticed by residents in the 150-unit Hacienda high-rise in <a href="http://www.ci.richmond.ca.us/index.aspx">Richmond, California</a> in March, and now &#8220;at least half the apartments&#8221; are infested, according to the <a href="http://www.insidebayarea.com/news/ci_13284556">Contra Costa Times</a>, which reports that</p>
<blockquote><p>Exterminators visited a handful of units in May, told the tenants to call back if they started seeing more bugs in 20 days or so, said Dolores Johnson, president of the tenants council. [Tenant Denise] Cordoba called after 10, but nobody came out to spray again. A number of residents received letters in mid-August telling them the city would exterminate but needs them to vacate for at least eight days. The Housing Authority and members of the resident council met Thursday to discuss how to tackle the problem.</p>
<p>Bug bites now mark residents and frequent visitors to the Hacienda like an exotic leprosy. Tenants poke speckled arms out their doors for inspection, talk about how their grandchildren no longer visit.</p>
<p>&#8220;It&#8217;s an ungodly feeling,&#8221; Cordoba said, &#8220;like the hair standing up on the back of your neck.&#8221;</p>
<p>Some collect great jars and bags of the flat, red-brown insects. Itch medicine doesn&#8217;t always help. Nor does getting down on hands and knees to scrub walls and floors with bleach, which [tenant Billy] Nichols does daily, despite his paraplegia.</p></blockquote>
<p>Bed bug infestations being treated with one spray-and-pray treatment?</p>
<p>Tenants being told to call in 20 days for re-treatment<em> if they see</em> bed bugs?  That&#8217;s no way to get rid of bed bugs.</p>
<p>A man with paraplegia <em>on his knees scrubbing the floor</em> in a futile attempt to stop bed bugs from biting him?</p>
<p>And then there&#8217;s the suggestion by a resident that her living conditions were better when she slept rough on the street:</p>
<blockquote><p><span id="iba2_siteCss">&#8220;I was homeless for four years. I slept in fields, under freeway overpasses,&#8221; said Denise Cordoba, who lives on the fourth floor. &#8220;But it wasn&#8217;t until I moved here that I got bedbugs.&#8221;</span></p></blockquote>
<p>These stories of long-suffering tenants of city-maintained housing which is infested with bed bugs appear in the news weekly.   They&#8217;re a dime a dozen.  Many of them detail bed bug infestations going on for years and affecting entire buildings.</p>
<p>And yet I am constantly amazed at how poorly bed bug infestations are being managed.</p>
<p>The article notes that Housing Authority Director Tim Jones said he was aware of only 11 affected units (though in April 63 tenants signed a petition for relief).  He is considering options for eliminating the problem including evacuating and fumigating the entire complex.</p>
<p>Let&#8217;s hope the residents get some relief soon.</p>

			<content:encoded><![CDATA[<p></p><p>The Press of Atlantic City reports that there was a four month delay in treating bed bugs in four public housing buildings, even after bed bugs were detected in <strong>a third</strong> of the 800 units in Altman Terrace, Inlet Tower, Shore Park Hi-Rise and Charles P. Jeffries Tower, back in March.</p>
<p>Treatment did not begin until July.</p>
<p>And to think, <a href="http://bedbugger.com/2009/08/18/new-york-city-housing-authority-bed-bugs-emergency-wait-a-month-do-not-compute/">we were shocked that Walt Whitman Houses residents in Brooklyn were made to wait <em>a month</em> for treatment</a> by the NYCHA.</p>
<p>Four months seems like <em>forever.</em></p>
<p>Emily Previti reports:</p>
<blockquote><p>The bed bugs were quite bad, as far as the infestation levels, and nobody wants to wait a day, but it takes a few days just to get a dog out let alone take care of pest control. There&#8217;s just so much activity, [Michael Russell, vice president of marketing for Action Pest Control] said. <strong>&#8220;We were impressed by speed with which they moved. Amongst all other groups we&#8217;ve dealt with, the authority has been among the most pro-active.&#8221;</strong></p>
<p>Shore Park resident Conchetta Caputo, 49, said building managers should have told residents upon confirming the presence of the pests and that eradication should have happened faster. In the interim, she suffered constant biting from bed bugs that she initially thought were mosquitoes that sneaked in the window in her living room, which lacks air conditioning.</p>
<p>[Jelani Garrett, acting director of the Atlantic City Housing Authority] attributed the delay to soliciting quotes from companies after Action conducted its initial sweep in late March and then finding the money to pay for the work.</p></blockquote>

<p>Why weren&#8217;t residents notified that their buildings were infested?</p>
<blockquote><p>Garrett also admitted officials kept the information from residents to avoid sparking panic , but said the current round of extermination marks the beginning of regular checks and, if needed, treatments. The authority has not formally adopted a policy establishing that procedure, but doing so would be &#8220;a good idea,&#8221; Garrett said.</p></blockquote>
<p>Action will be retreating in ten days, and subsequently if bed bugs are detected; they&#8217;ll also be bringing bed bug k9s in again in March for follow-up inspections.</p>

			<content:encoded><![CDATA[<p></p><p>Eyewitness News (ABC 7) in New York reports that residents of the Walt Whitman Houses in Fort Greene, Brooklyn are suffering with bed bugs &#8212; and yet the New York City Housing Authority is giving them appointments for treatment up to a month after they complain.  And this is so even though the authority knows the building has a bed bug problem (residents are responding to flyers posted in the buildings).</p>
<p>ABC 7 says  &#8220;Housing officials told us they treat bed bugs as an emergency situation.&#8221;</p>
<p>Meanwhile, the average bed bug population can expand a lot in four weeks without treatment.</p>
<p>That&#8217;s a lot of eggs, a lot of bed bugs, a lot of bed bug bites.</p>

			<content:encoded><![CDATA[<p></p><p>Claridge Towers, a DC Housing building on M Street has been treated for bed bugs off and on in the last two years, <a href="http://www.myfoxdc.com/dpp/news/local/041609_bed_bug_battle_at_dc_apartments">Fox News reports.  </a></p>
<p>Clearly, the problem was not being entirely eliminated by the treatments done.</p>
<p>Part of the problem also seems to be that some tenants were self-treating because PCO treatments did not seem to be working.  And not everyone was reporting their bed bug problems.</p>
<blockquote><p>
. . . Carl Payton and Tina Durrington-El said they&#8217;ve had their apartment treated before but the bugs keep coming back. So they gave up and began using over the counter products to keep the bugs at bay.</p>
<p>&#8220;I get frustrated and I get tired of calling back so I bought my own stuff,&#8221; Payton said.</p>
<p>That&#8217;s the problem. The Housing Authority says people need to call their maintenance hotline. At Claridge, officials said they had only three complaints that were being addressed until Brown turned to FOX 5. Now the building has five complaints.</p></blockquote>
<p>Perhaps this outlines a need for the Housing Authority to search all units carefully, regardless of whether people notify them or not.  It&#8217;s not just the tenants who don&#8217;t report known bed bug problems.  There will always be additional tenants who are infested and do not have any idea.</p>
<p>Thankfully, finally, Fox News reports <em>all 342 units</em> are now being searched.</p>
<p>The building across the street, Horizon House, also has had recent bed bug problems some residents claim are persisting.</p>

<p>She had bed bugs.  After many treatments and many months, she still had them.  But those who could help her did not believe it.</p>
<p>&#8220;There was so much stress from so little sleep that she often used sleeping pills to help her cope at night.&#8221;  And two weeks ago, she overdosed on the sleeping pills.</p>
<p>Friends and neighbors tried to help her navigate the public housing and public health offices, to get help despite her limited English.</p>
<p>The story is a testament to how stressful bed bugs can be, especially when the people responsible for keeping your home bed bug-free (the housing agency) think you are <em>imagining</em> a continued infestation.</p>
<p>Oh Lord yes, we have heard this one before.</p>
<blockquote><p>
Ms. Dziedziczak couldn&#8217;t fathom the idea of using her bed any more for fear of more bites and welts. She slept in the tub, on the floor and even on a chair with her head on the table, wrapped in sheets and blankets in an attempt to shield herself from the bugs. She even threw her old mattress out and bought a new one a month or so ago, but she stopped using it almost immediately after finding more bugs. Now that mattress and a couch have been thrown out, too.</p>
<p>Ms. Dziedziczak figures city-hired exterminators have been to her unit about five or six times in the last 10 months and says she was ridiculed occasionally by those who came to spray her bed. <strong>They told her she was imagining things.</strong> Her friends say the exterminators probably never did a thorough job because of their attitude and were usually gone within minutes of arriving. One even suggested that Mickey had a flea problem, but a veterinarian told her the dog was fine.</p>
<p><strong>People in her building embarrassed her by suggesting her apartment was dirty. Those who know say she is impeccably clean. </strong>Her sister, who lives in the Alta Vista area, stopped visiting because she was afraid of getting bugs in her clothing and bringing them to her home.</p></blockquote>
<p><strong>It&#8217;s no wonder she felt so much stress, on top of the lack of sleep.  My heart goes out to this woman and to all others who are suffering from bed bugs and simply not getting the help they need &#8212; even why they <em>know </em>they need help, when they <em>ask</em> for it, and even when there&#8217;s someone whose <em>duty</em> it is to provide it.</strong></p>
<p>Thank goodness the overdose was not fatal.  Ms. Dziedziczak is hospitalized.  Her home is apparently still infested with bed bugs, and she&#8217;s still in the hospital, waiting for a bed bug-free home to go to. </p>
<p>The article also reports that 1,300 public housing units have been treated for bed bugs this year in Ottawa.  And that</p>

Ottawa Community Housing is asking the city to increase pest-control spending to $420,000 from $240,000. A &#8220;healthy&#8221; portion of pest control goes toward bedbug extermination, says Jo-Anne Poirier, chief executive of the housing agency.</p></blockquote>
<p><strong><br />
Ottawa needs help.  They need to follow in Toronto&#8217;s footsteps, declaring bed bugs a public enemy and a problem.  And they need to rally their best resources to fight them.</strong><br />
<strong><br />
Above all else, public health agencies need to recognize that bed bugs are a public health problem.  If nothing else, they cause anxiety and sleeplessness, allergic reactions, and itching from bites.  They cause stress.</strong></p>
<p>And a lack of sleep can cause other health problems.  <a href="http://bedbugger.com/2008/05/12/toronto/">Let&#8217;s not forget Theresa Kelly.</a></p>
<p>Even more troubling, Itchy-scratchy tells us, in the forums, there&#8217;s been at least <a href="http://bedbugger.com/forum/topic/my-neighbours-death">one suicide</a> in Ottawa we can probably attribute to bed bugs. 			<content:encoded><![CDATA[<p></p><p><a href="http://www.columbiatribune.com/2008/Nov/20081123News005.asp">This article from the Columbia Tribune</a> explores what it takes for a public housing agency to fight bed bugs in a building designated for people with mental and/or physical disabilities.</p>
<p>The problem at Paquin Towers was first detected in March and has escalated since then, with 10% of the buildings 200 units already having been treated.  At first, they were being treated one by one, but the CHA has discovered this is not enough where bed bugs are concerned.</p>
<blockquote><p>
Since [March], the housing authority has treated 20 units for the bugs, [Columbia Housing Authority CEO Phil Steinhaus] said. At first, the infestations were discovered and treated one by one, but the CHA now is treating six heavily infested units. Several features of Paquin Tower make the problem tough to tackle.</p>
<p>&#8220;What we do know, they are spreading through chases, or service-duct areas between apartments for wiring and plumbing,&#8221; Steinhaus said. &#8220;Air comes in under doorways, and there is ventilation in the ceilings of bathrooms. That’s how you get air exchange. We can’t go in and seal an apartment up or fog it or bug-bomb it.&#8221;</p></blockquote>
<p>Unfortunately, treating the entire building is not an option.  Steinhaus says it costs $2500 to treat one unit (which presumably involves assistance with prep, as well as fumigation of belongings in a truck, and pesticide spraying in the unit &#8212; all strategies mentioned in the article).  This would amount to 1/2 a million dollars to treat the entire building.</p>
<p>Dealing with bed bug prep and treatment can be disorienting and upsetting for anyone, but for residents of Paquin Tower, these effects can be dangerously disruptive.</p>
<blockquote><p>&#8220;With some of our folks, we have to be very sensitive about their routines,&#8221; Steinhaus said. &#8220;If they get something that throws their life into turmoil, it can be hard to get back to an even keel again.&#8221;</p>
<p>Charles Dudley, a Paquin resident for about 4½ years, said the small units that can resemble dorm rooms lend themselves to clutter. &#8220;In this building, there are residents with varying degrees of psychological disorders &#8211; hoarders, people with depression, anxiety &#8211; and they have accumulated a lot of stuff,&#8221; he said. &#8220;It’s important to them. How do you determine who should get rid of what? That’s going to be a hard issue to come across.&#8221;

<p>Nevertheless residents are being told they must clean and de-clutter by December 17th, when inspections begin.  Those who do not comply (with assistance if needed) will have their leases terminated.</p>
<p>Removing bed bugs from a high-rise, where bed bugs may be much more widespread than is already known, will be no easy task, especially given the challenges of the building&#8217;s design.  The first step is knowledge, and it does sound like the management are aware of the difficulties of treatment, and prepared to support residents who need help.  </p>
<p>It is also distressing to think that some residents with mental and/or physical disabilities may be evicted because they resist de-cluttering, prep, and treatment (even with assistance).  It&#8217;s clear that requiring compliance is essential for the well-being of the rest of the residents, but I do hope support and counseling is being provided to resistant and non-compliant residents, so they can understand the importance of this, and avoid being evicted.</p>
