Every unit in a large (five building, 70-unit) apartment complex, Spring Valley Commons, in Spring Valley, NY, is getting treated for bed bugs.

Suzan Clarke of the Journal News reports that:

The treatment – which begins today – comes after residents complained to the county’s health department that they were being bitten in their homes but didn’t know the source of the bites.

Health department inspectors found bedbugs in three apartments in January, and ordered the units treated.

Some residents have said they suffered ill effects from being bitten. One woman, Cassandra Edwards, said she spent thousands of dollars on specialized medical care after she started “breaking out” last fall. Doctors initially thought the situation was due to her lupus, and prescribed medications that didn’t help and caused her to gain weight.

After months had passed without relief, she woke up one morning in December to discover that her bed was crawling with bedbugs.

Her apartment has been treated, and the pests no longer are present, but she said she’s been door-to-door in the complex and found that more than 20 people have a similar problem.

Some observations:

1. Bed bugs most certainly can be bad for your health. Besides the itching and possible infection of bed bug bites, sleep deprivation, stress, anxiety, and potential serious allergic reactions including (in rare cases) anaphylaxis, many people may receive incorrect treatment — as Ms. Edwards did — because doctors simply cannot determine the source of bed bug-related skin problems.

2. The article implies that if you rent in Spring Valley and have bed bugs, you can call the county health department and they will apparently inspect your home and order treatment. Wikipedia tells me this is the Rockland County Health Department.

3. Bed bugs left to fester will spread.

The article notes,

Edwards welcomed the action on the part of the management company, but said it came way too late. She and her neighbors were angry because they said management knew about the bedbug problem since last year and failed to inform tenants.

If they had, she and others could have been spared the upset of having to pack up or discard numerous belongings in order to have apartments treated.

In an article in Newsday last week, Dave Mejias (D-Farmingdale) was cited as saying bed bugs were migrating to Nassau County, Long Island from eastern Queens.

On Long Island, infestations are increasing in Nassau County, officials said. The exact number of complaints logged by the county’s Health Department was unavailable. Bedbug calls are listed in a category called “commensal pests” and aren’t separated or tracked, an agency spokesman said.

Legis. Dave Mejias (D-Farmingdale) believes the reddish, six-legged bloodsuckers are migrating from eastern Queens into Nassau, although experts have said the problem already existed on Long Island.

In the city, many complaints come from Brooklyn. However, it’s a citywide problem, said Seth Donlin, spokesman for the housing, preservation and development department. “It’s not only one part of the city that’s really seeing an increase,” he said.

(Emphasis mine.)

Bed bugs are a citywide problem. They’re also a state-wide, region-wide and country-wide problem.

We have heard the claim made before that Queens may have been one of the places bed bugs first took root in New York City. Entomologist Gil Bloom told the Queens Tribune in December 2006 that

“We started to notice [bed bugs] in 1999 or so. I will say that Queens is one the early epicenters. Astoria is probably one of the early epicenters in this area,” he said.

(Emphasis mine.)

Saying Astoria was one of the epicenters is not the same as saying Queens was “ground zero” for bed bugs (as the same article’s title alleged).

Saying Long Island is getting bed bugs from eastern Queens seems like a stretch: as the article notes, people in Long Island have had bed bugs for a long time. Bed bugs are not being tracked there, so no records really exist.

I am wondering if there is some study out there that Mejia is privy to — one that tracks bed bugs as they hitchhike (march?) from Jackson Heights or Jamaica, Queens to Nassau County.

I am visualizing little bed bug ankle tags, and entomologists hunched over microscopes, reading little tiny numbers off their ankles.

(Oh, I just know I am going to get commenters telling me bed bugs do not have ankles.)

Bed bugs aren’t squirrels or monarch butterflies (sadly). Sure, they can walk, but they don’t have to migrate by their own steam, walking or flying from county to county.

They can easily hitchhike, catching a ride on people and their possessions: from Manhattan to Old Westbury, from Orlando to Hicksville, from London to Garden City.

And in the other direction.

They can travel with you on purses and in backpacks and suitcases, even in a pocket or trouser cuff, from fine restaurants, movie theaters, ivy league colleges, hotels, resorts, and clothing stores, that clean-looking commuter train you rode home on this morning.

The key word there is you. They can hitch a ride with you, oh people who travel to and from Long Island.

They probably came to Nassau County like they came to eastern Queens, Chicago, Vancouver, Prince Edward Island; like they came to Maya Rudolph’s former loft, to Ralph Lauren’s design studio, to the most prestigious law firms in New York City, Stanford University, the finest hotels in London, the trains of Thailand and France.

They came with people.

I fear that the Nassau County Legislator is associating bed bugs with the big, dirty city. Make no mistake: bed bugs can and will come home with you from anywhere.Similar Posts:

One of my clients expressed concern about bedbugs and that she is really worried about them. I have heard of the problem but didn’t realize the extent of the issue and knew nothing about bedbugs, how they infiltrate a home, their life cycle and how to try to get rid of them. Oh so many years ago I lived on the upper West Side of Manhattan. Cockroaches were the bain of my existence then. I lived in a brownstone on West 85th Street, a walk up. My friends and I who were all just starting out lived with these bugs. We were told they were the oldest living bug. Now, it seems that the bedbug is the new roach.

They’ll probably soon be as common as roaches. But bed bugs are far worse, and there’s much more reason to fear your new home has bed bugs than roaches, which are much easier to control in many circumstances, and much less distressing and problematic for most people.

Don’t get me wrong, cockroaches have been linked to asthma and other health problems. You don’t want to live with them. But bed bugs really up the ante, and I suspect anyone who has experienced bed bug bites would agree there is no comparison.

It’s a good sign that people are asking their realtors about bed bugs, and I suspect those working in real estate will be increasingly asking landlords and sellers more and more about the condition of their homes vis à vis the presence of Mr. Cimex Lectularius.

New Rochelle police had to deal with a cell block infested with bed bugs three weeks ago, The Journal News reports (via LoHud.com). The cell block was treated.

But then bugs turned up in three radio cars from different tours, including a car used for a daytime tour of duty yesterday. The car was taken out of commission for 24 hours so it could be fumigated, he said.

Last week an officer on the midnight tour complained of being bitten, he said.

As a precaution the men’s locker rooms were also fumigated on Friday. That was because a bug could drop off a uniform and get onto clothing when an officer is changing and be carried home, Kealy said.

The original bed bugs must have come in on a prisoner, he said. While the county jail said they did not have “a massive infestation,” it only takes one person to carry in the bugs and create a problem, Kealy said.

While it’s true that bed bugs spread easily and could easily be brought in by someone else, I think it ought to be said that not just prisoners, but anyone who enters the area could have brought bed bugs into the cell blocks. They could even travel over from another location, though it does not sound like other parts of the station were infested.

Officers and other staff should have their homes inspected too. Anyone who works there could have brought bed bugs in, or brought them home with them from work.

And officers and other staff should be aware that they might not react to bed bug bites — other areas and more cars may need treatment, and — unless “fumigation” refers to vikane gas fumigation — treatments generally need to be repeated before bed bugs are sent packing.Similar Posts:

According to NYC HPD data obtained by New York vs. Bed Bugs, there were 8,840 complaints and 2,757 violations in fiscal year 2008, as of June 19, 2008. (That means 8,840 people called 311, and of those whose homes were inspected, 2,757 cases were cited as bed bug violations.)

Still, those numbers, as alarming as they may be, are relatively low.

Homeowners never call 311 to report bed bugs. And most tenants don’t call 311 about bed bugs, unless their landlord is such a deadbeat that fuggeddabout calling a bed bug specialist, s/he won’t even call the building’s once-a-month roach-spray guy and have him do a little spray and pray.

And few people call their city council members about bed bugs, though I seriously think we all should, now that we know they’re actually keeping track of the calls.

I have often cited the incidence of New York City residents visiting the Bedbugger forums and complaining of bed bugs — compared with the extremely small number who tell us they called 311 to file a bed bug complaint — as anecdotal evidence of how much bigger the bed bug problem is in this city than the city’s limited data shows it to be.

And the anecdotal evidence keeps coming from elsewhere too.

Yesterday, Aly Walansky, of the SheKnows A Little Aly-tude blog, blogged about a string of bed bug infestations among her New York City friends and acquaintances:

. . . today I got an email from one of my closest friends…she is actually a friend I almost moved in with last year, and she recently moved to studio in the heart of Hell’s Kitchen. Apparently, last night she discovered that her neighbors had bed bugs…and today, she discovered she did, as well.

Sadly, this isn’t even her first time dealing with them. Last year, she had a ferocious experience coping with said vermin at a boyfriend’s home. Matters were made worse when she escaped home to her parents, and discovered some had followed her there.

At the time though, we had chalked it up to the freaky Queens infestation crisis.

My friend persevered, spent a fortune on decor for her new home…and now is dealing with it again. She’s understandably hysterical.

But Aly’s story does not end there.

Not an hour later, I was telling my BFF what the morning’s events had uncovered, and she shared horrible news. (No, she does not have them.) However, one of her good friends does too! Then, I get to the office I am at today, and overhear another person chatting…you guessed it.

So Aly’s friend has had them twice, the friend’s neighbors have them, the friend’s boyfriend and parents had them the last time the friend was infested. Aly’s friend-of-another-friend also currently has them, as does someone at Aly’s workplace.

You might wonder if Aly has a fairly large social circle, but really, if New York has over 8 million residents, and only 2,757 people were known by HPD to have had bed bugs in FY2008 — why that’s about 0.003% of the population! The odds of a single individual knowing such a disproportionate number of bed bug sufferers are quite astronomical.

That is, if the HPD data comes anywhere near approaching the actual incidence of bed bug infestations in New York City.

I think it’s safe to say most people also don’t yet report their infested addresses on the Bed Bug Registry.

So, perusing the 311 stats yet again, I got to thinking: how many different people from New York City came to Bedbugger.com last month?

Without going into too much detail,* I’d estimate, based on Google Analytics data, that at least 9553 different New York City residents visited this site in the month spanning June 14th to July 14th. These are what Google calls “Absolute Unique Visitors,” not folks coming back again and again (as many readers in the throes of a bed bug infestation do).

I think it’s safe to say that many of these are just bed bug-curious. (May they remain only curious.)

Some may be having a bed bug scare. (May it remain just a scare.)

But I think it’s highly likely that a good chunk of the 9,553 are either in the throes of a full-on bed bug encounter, or have reason to think they have been exposed to bed bugs, or have seen an unidentified insect and/or felt unexplained itching or have apparent bite marks, and suspect these are bed bug bites.

I can’t make any claims as to what percentage of Bedbugger readers fall into the “bed bug-curious,” “having a scare,” “suspected or known bed bug exposure” or “full-on bed bug infestation” categories.

However, for what it’s worth, I do note that more NYC residents paid a visit to Bedbugger in the last 31 days than called 311 to report bed bugs in the entire fiscal year 2008 so far (as of June 19th).

They’re not here for the witty repartee, fashion advice, or gossip. Something is making them spend their precious leisure time reading about a blood-sucking insect.

————————————————–

*Detail, for those who enjoy it: Google Analytics separates NYC into the four normal boroughs and then every “city” in Queens, making this hard to tot up, so I am counting only cities in Queens with more than 9 visitors. In other words, this is a very conservative estimate. I also don’t get data on unique site visits based on geography, so I’ve used the percentage of unique site visits for the site as a whole and adjusted the NYC visitors based on that.Similar Posts:

Residents of White Plains Housing Authority buildings are being bitten by bed bugs, according to this article in The Journal News (via LoHud.com). White Plains Housing Authority officials say last year they “exterminated” for bed bugs in 47 of the 745 apartments they manage, and that as many as 15% may still be infested.

In my experience, however, tenants are very likely to either (a) not notice, (b) not report, or (c) try to self-treat bed bug problems. The actual rate of infestations in WPHA buildings is likely much higher.

Tenants say the number may be higher because many of them exterminate their apartments themselves without reporting the problem, with mixed results.

“They come back because they’re in the walls,” [Winbrook housing complex tenant Louise] Clark said. “It comes and goes. When it gets hot – it’s hot now – they come out. I keep spraying.”

Bobbie Sherill, who lives in a WPHA complex on Lake Street, took her complaint to the mayor’s office:

“I got up at 1 a.m. They’re on my couch,” she said outside Mayor Joseph Delfino’s City Hall office, where she went looking for help. “Where am I going to go after that? You shouldn’t have to live like that. We’re not animals.”

Housing Authority officials claim they’re trying to treat Sherill’s unit:

“We’ve attempted to get into her unit several times,” [Housing Authority executive director Mack] Carter said about Sherrill. “She’s not available or we’re not allowed in.”

Sherrill said the authority offered to exterminate her apartment on the day before Thanksgiving last year, an offer she rejected because she was hosting for the holiday. Instead, she began spraying her mattress with bleach and hot water every morning, which proved ineffective.

The county Department of Health recently told Sherrill it doesn’t respond to bedbug complaints because they don’t carry diseases and so are considered a nuisance rather than a public health problem. The county referred her to the city, which led her to Delfino’s office this month, where an aide took her number and promised to get back to her.

In the meantime, Carter said he will meet with his staff to discuss whether to abandon a policy that requires tenants who can afford extermination, which typically costs $100, to pay for the work.

“We’re doing everything we possibly can,” Carter said. “At some point, the residents have to take some responsibility, too.”

Tenants do need to report bed bug infestations, and cooperate with and prepare for treatment.

They also need to be educated about bed bugs. It’s understandable that someone might resist treatment the day before Thanksgiving. It’s unclear, if this was the case, why the treatment was not offered in the days following the holiday.

The Housing Authority is not just responsible for keeping Sherill’s home bed bug-free, they also have a responsibility to protect other tenants. If someone truly does refuse bed bug treatment (which does not sound like the case here), then there must be additional steps taken.

I would strongly urge WPHA to abandon the pest control charges for tenants. Yes, $100 for a pest control treatment might not seem like much, but keep in mind that when bed bugs come back repeatedly, tenants may either feel they can’t afford to keep paying, or they may feel treatment is not working, so why bother?

And $100 is a lot when you’re on a budget and when the actual cost of preparations for treatment (including laundering and bagging clothing) can be much higher and be required again and again.

What is needed in a complex with multiple active bed bug infestations is aggressive inspections and treatments. It is not enough to wait for tenants to call and report problems; in many cases, where tenants are not allergic to bed bug bites, they will never know, until problems are very far gone.

Ultimately, housing authorities and other building managers need to be more proactive about bed bug infestations in some of their units. They need to consult experts, such as entomologists who specialize in bed bugs, and formulate better plans for dealing with this (preferably before it comes up, or in the early stages). In the long run, it will save the management and tenants a lot of time, money, and heartache.

The Times Herald-Record, in Middletown, New York, reports that Monticello Manor adult home has been shut down by the State of New York’s Department of Health:

According to the state’s order, health department inspectors found violations of law “which constitute an imminent danger to the health, safety and welfare of the facility’s residents.”

The order says the building’s flat roof needs replacement, and that leaks have caused “severe structural degradation” and that the ceilings of six rooms have partially collapsed, plaster walls are peeling or bubbling, adjoining rooms and halls have water damage and steel ceiling support struts are rusting.

The order says “a foul smell of mold permeates the air. Water stains, mold and a generally moist environment are present,” and protection against the elements is “substantially compromised.”

As you likely suspect by its mention here, yes, the conditions included a bad infestation of bed bugs:

On May 2, inspectors found live and dead bedbugs and bedbug eggs in 40 beds. Inspectors saw several residents with bedbug bites, who reported complaining to the adult home’s staff for months about the problem. No corrective action has taken place, the DOH said.

The Health Department order suspends Monticello Manor’s operating license, and the state is preparing an order to permanently revoke the license and impose civil penalties on the operator, Charles Benson.

All seventy residents are being relocated. Forty beds contained “bed bugs and bed bug eggs”.

As in the case of Evie Kelly, complaints about bed bugs were made and not acted on for some time (in the case of Monticello Manor, this went on for “months”).

And only “several residents” complained about bed bug bites.

Managers of adult residences (such as this one), dorms, senior housing, and other facilities need to be more proactive about bed bugs. It is not sufficient to wait until large numbers of people come to complain.

This story reminds us that they won’t.

A few people will come, and they will often represent huge numbers of people who may not be aware what is causing their problem, or may not be aware they have one, or who may fear repercussions for complaining about bed bugs.

The complaints of those who do step forward must be taken seriously. Bed bugs should be searched for aggressively, whenever someone comes forward to complain. Because in so many of these cases, those complaints represent a fraction of the people affected by bed bugs.

More on Monticello Manor’s closing here.Similar Posts:

Remember the bill introduced by Michael Gianaris and passed in the NYS Assembly last May? We were happy the Assembly passed it.

But Bill A6667a later died in the NYS Senate in January of this year.

The good news is that the bill has now been amended and approved by the Assembly once again as A6667b. It has been submitted to the New York State Senate again as of 3/19, and is under consideration by their Education Committee. Click here to read the text of the bill and follow its progress through the NYS Assembly to Senate back to the Assembly, and now to the Senate again.

The bill,

Requires city school districts having a population of one million or more to
notify parents and persons in parental relation of any bedbug infestations
found in a school.

And as the bill’s text details, principals would need to notify parents right away and provide information on preventing infestations and on avoiding the spread of bed bugs from school to home (or vice versa):

1 Section 1. The education law is amended by adding a new section 920 to
2 read as follows:
3 S 920. PUBLIC SCHOOLS; INFESTATION OF BEDBUGS (CIMEX LECTULARIUS). 1.
IN A CITY SCHOOL DISTRICT HAVING A POPULATION OF ONE MILLION OR MORE INHABITANTS, THE PRINCIPAL OF EACH PUBLIC SCHOOL SHALL PROVIDE IMMEDIATE NOTIFICATION TO ALL PARENTS OR PERSONS IN PARENTAL RELATION DISCLOSING A FINDING RELATING TO THE INFESTATION OF BEDBUGS (CIMEX LECTULARIUS) IN SUCH SCHOOL. ALONG WITH THE NOTIFICATION REQUIRED PURSUANT TO SUBDIVISION ONE OF THIS SECTION, THE PRINCIPAL OF SUCH PUBLIC SCHOOL SHALL ALSO INCLUDE INFORMATION REGARDING PROPER PROCEDURES TO PREVENT FURTHER INFESTATIONS AT THE SCHOOL AND TO PREVENT THE TRANSFER OF BEDBUGS FROM THE SCHOOL TO THE RESIDENCES OF STUDENTS. SUCH INFORMATION MAY BE DEVELOPED BY THE BOARD OF EDUCATION IN CONSULTATION WITH OTHER CITY AGENCIES AND SHALL BE AVAILABLE IN VARIOUS LANGUAGES AS DEEMED NECESSARY. THE PRINCIPAL SHALL ENSURE THAT THE BEDBUG INFESTATION AT THE SCHOOL IS PROPERLY ADDRESSED IN THE MOST EFFECTIVE AND SAFE MANNER.

Yes– it’s imperfect: why “one million or more”?
But let’s not focus on that for now.

Instead, let’s consider that this is a big step forward. We need the NY Senate to approve this bill. Parents have a right to know if bed bugs are in their kids’ schools.
Let’s not let this bill die again in the Senate.

You might want to write your representative, if they’re listed above, and thank them for sponsoring the bill. If you don’t know who your representatives are, you can search by zip code, by clicking here. Please have a look. It will only take a moment.

Although not involved with sponsoring A6667b, Assembly Member José R. Peralta also cares about the effects bed bugs are having on his constituents. Perhaps you’d like to talk to him too.

But right now, the legislation is under consideration by the Education Committee for the NYS Senate. And we can take action to encourage senators to pass this bill.

This is the NYS Senate Education Committee:

Chairperson:
Stephen M. Saland

Members:
Kenneth P. LaValle, Suzi Oppenheimer, James Seward, Velmanette Montgomery, Carl Marcellino, Toby Ann Stavisky, Charles J. Huntley, and Andrew Lanza

Are any of these senators representing you?

You can find your New York State senators by zip code or by map.

Then send your senators an email. This is an alphabetized email list of senators.

If your senators are on the Education Committee (and so listed right above), then tell them that you feel parents must be notified when bed bugs are found in school.

Tell senators on the Education Committee that the bill matters because as the information on A6667b provided by the Assembly states, “Currently, if a bed bug is discovered in a school, only the family of the affected child is notified. Additional notifications are left up to the discretion of school health officials.” Tell them that requiring principals to notify parents promptly about bed bug infestations at school and requiring them to provide information about preventing the spread of bed bugs will help keep bed bugs out of our schools, and will also prevent other New Yorkers from suffering from the cost and pain of removing them from their homes or workplaces. Minimizing the spread of bed bugs helps everyone in New York State.

If your senators are not on the Education Committee, drop them an email letting them know how affected you were by the bed bug problem, and how much you support Bill A6667b, currently being discussed by the Senate Education Committee.

The bill died the first time it was considered by the NY State Senate. Let’s make sure that does not happen again.

You can send good emails to three politicians in five minutes, using the information above. (In contrast, it took me an hour and a half to write this post and include all the links!) Please contact your state senators, Assembly people. We need to press politicians for change on the bed bug issue.

Also, don’t forget, if you live in New York City, you also need to tell your New York City Council Members that the city need a Bed Bug Task Force, now. Click here to find out how to contact them, for a sample letter, and for more pointers from New York vs. Bed Bugs.Similar Posts:
