<p>I actually hope the mattress is not infested with bed bugs, because it obviously was not carefully sealed in plastic before being dragged around someone&#8217;s apartment, through the halls, into the elevator or down the stairs, through the lobby . . . you get the idea.</p>
<p>That said, there&#8217;s an appeal to having anything that must be removed from your home, removed right away, rather than leaving bed bug-infested items on the curb for someone else to use and become infested by.*</p>
<p>This might be a smart idea for landlords who are treating bed bugs: if tenants are discarding items, the last thing the landlord wants is for other tenants to rescue them.  </p>
<p>And we do get reports from buildings where everyone knows about the bed bug problem, that some tenants will, unbelieveably, still drag other peoples&#8217; stuff back inside.</p>

Hashawha Environmental Center, a retreat center and camp in Maryland, is dealing with a bed bug infestation.  One cabin has been found to contain bed bugs.

			<content:encoded><![CDATA[<p>Bed bugs at summer camp?  It&#8217;s that time again!<br />
<a href="http://community.carr.org/fullrecord.asp?record=621"><br />
Hashawha Environmental Center, a retreat center and camp in Maryland</a>, is dealing with a bed bug infestation.  One cabin has been found to contain bed bugs.</p>
<p><a href="http://www.carrollcountytimes.com/articles/2008/06/20/news/local_news/newsstory4.txt">According to the Carroll County Times,</a></p>
<blockquote><p>Jeff Degitz, director of the Carroll County Department of Recreation and<br />
Parks . . . . said letters have been sent home to the parents of all the campers who are staying at Hashawha this week, and parents of anyone who stayed at the center since June 1 are also being notified.
</p></blockquote>
<p>That&#8217;s good news: parents of recent campers should be notified so they can inspect their homes and have them treated if necessary.  (I would personally go back more than 2.5 weeks and also notify earlier guests, however.)</p>
<p>I hope parents were also given some information about searching for signs of bed bugs, and what to do if they&#8217;re found.</p>
<p>The description of treatment in the infested cabin raises some questions for me:</p>
<blockquote><p>
Since the discovery, Degitz said, an exterminator has been to the cabin and treated the area with pesticide.</p>
<p>The cabin will be closed until July 6, and all of the mattresses with bed bugs on them have been thrown away, Degitz said.</p></blockquote>
<p>We are told that it&#8217;s very difficult to get rid of bed bugs in one pesticide treatment.  Bed bugs often infest rooms, not just mattresses and bed frames.  I hope the room has been carefully inspected.</p>
<p>Also, throwing away mattresses is not necessary and not really a good idea.  Doing so doesn&#8217;t necessarily remove bed bugs from the location, and mattresses can be salvaged with a good encasement.  </p>
<p>Not tossing out the mattress also saves the camp&#8217;s neighbors from becoming infested, since someone will inevitably pick that mattress up for re-use or sale.</p>
<p>People who run camps (like hotel and hospital managers) need to devise a system for inspecting for signs of bed bugs.  Visitors will bring bed bugs to camp, and other campers will bring them home.<br />
<em><br />
And nobody wants to go to Camp It-Chee-Scrah-Chee.</em></p>
<p>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211;</p>
<p>Update:  <a href="http://www.baltimoresun.com/news/local/carroll/bal-md.ca.hashawha20jun20,0,4799320.story">The Baltimore Sun</a> says eight &#8220;affected&#8221; mattresses were removed.  The Baltimore Sun also clarifies why only those families whose kids stayed in the camp&#8217;s five cabins since 6/1 were notified: </p>
<blockquote><p>
The Carroll County Health Department, which inspected the cabin two weeks ago and found no bedbugs at that time, was notified of the insects&#8217; presence, according to the news release.</p></blockquote>
<p>I wonder if this was a routine inspection?</p>
<p>Finally, this second article tells us:</p>
<blockquote>
<p>Campers were advised to wash all bedclothes, including sleeping bags, in hot, soapy water, and dry them in a hot dryer for at least 20 minutes, according to the news release. Temperatures of at least 140 degrees kill the bugs.
</p></blockquote>
<p>Not bad advice, except that a sleeping bag is a very thick item.  Twenty minutes in a dryer is unlikely to kill bed bugs in a wet sleeping bag (maybe not even in a dry one).</p>

Talk about planning ahead:</p>
<blockquote><p>. . . <strong>a housing complex under construction in Vancouver will include what&#8217;s been dubbed the &#8220;bedbug sauna,&#8221; a room where furniture, clothing and other belongings can be heated to a point that kills Cimex lectularius, the common bedbug enjoying a worldwide resurgence.</strong></p>
<p>The idea was born of frustration with the rising cost of treating bedbug infestations and the desire to find some way to get rid of them that wouldn&#8217;t force people to throw away their belongings, says George Simpson, operations manager for <a href="http://www.raincityhousing.org/">RainCity Housing</a>, the non-profit group that has ordered the bug room for a 92-unit complex now under construction.</p>
<p>&#8220;Inevitably, belongings had to be disposed of that couldn&#8217;t be treated or laundered,&#8221; says Mr. Simpson, for whom bedbugs have become a major headache in recent years.</p>
<p>The room will be big enough to hold mattresses and other bulky furniture, and equipped with technology that allows contents to be heated to a point that cooks bugs and their eggs.</p></blockquote>
<p>It&#8217;s not a bad idea.  </p>
<p>Parakeets fantasized about her idea of an apartment with attached sauna for decontamination purposes repeatedly on the <a href="http://health.groups.yahoo.com/group/bedbugger/" rel="nofollow">Bedbugger yahoo group</a>.  And along similar lines, I spoke about getting items decontaminated (&#8221;sauna&#8217;d&#8221;) <a href="http://bedbugger.com/2007/03/16/lingering-sensations-phantom-bed-bug-bites-what-does-a-bed-bug-infestation-really-do-to-our-skin/#comment-1800" rel="nofollow">here</a> and elsewhere.</p>
<p>I think it&#8217;s a great idea that people are thinking about ways to help people get rid of bed bugs in the future, even while constructing new developments.  </p>
<p>The planners got advice from pest control firm <a href="http://www.steritech.com/site/1_89_0.cfm" rel="nofollow">Steritech</a>:</p>
<blockquote><p>
The concept is sound, says Judy Black, technical director with Steritech Group Inc., a U.S. pest-control company that last year briefed Vancouver hoteliers on the pests.</p>
<p>&#8220;Bedbugs are relatively insusceptible to cold, but they are very sensitive to heat,&#8221; says Ms. Black, adding that Steritech is investigating heat as a control method.</p>
<p>A blast of sufficient heat - about 55 degrees <em>[editor's note: 55 C = 131 degrees F]</em>, Ms. Black estimates, applied for a matter of minutes, not hours - would kill bugs without using pesticides that can leave rooms uninhabitable for days.</p>
<p>A room to heat large items may be advisable, so long as it meets applicable regulations, says the bedbug-prevention design guidelines from BC Housing. Currently, there are no standard heating units on the market.</p>
<p>The room could help rein in the cost of bedbug control - including compensation for staff members who pick up bedbugs on the job, which can amount to $800 or more. If the room proves effective, RainCity hopes it will become a model for other housing complexes in the city.</p></blockquote>
<p>I am curious about some of the logistics about how the room will be used in bed bug treatment.</p>
<p>First, the management and tenants need to know how to safely get items to the room.  They need to be sealed carefully in order to prevent infesting hallways, elevators, and other apartments en route.</p>
<p>Furthermore, the building needs to educate tenants about avoiding bed bugs in the first place.  An ounce of prevention is worth a ton of cure, where bed bugs are concerned.</p>
<p>Finally, I am wondering about the logistics of decontaminating furniture while treating the apartment.  Let&#8217;s say I have bed bugs in my apartment.  My furniture could be removed and baked, but not all at once (the hot room is not that big).  Will it then be placed somewhere else until the room is bed bug free and all the contents are as well?   </p>
<p>It&#8217;s essential to remember that rooms, as well as furniture and other &#8220;stuff,&#8221; are infested with bed bugs.  Returning uninfested items to an apartment where the structure or other remaining furniture or other items still contain bed bugs would simply mean those decontaminated items can be reinfested. </p>
<p>However, RainCity seems to be on top of their game, and so I assume all of this has been worked out by those doing the planning.  It is a great idea to provide this kind of service, and with some forethought and education of tenants, this building is has the potential to deal with bed bugs more efficiently than many others.</p>
<p>I am especially excited that RainCity Housing is leading the way by being the first we know of to install a decontamination room in an apartment building.  <a href="http://www.raincityhousing.org/what-we-do/" rel="nofollow">According to their website</a>, they provide housing to people who are homeless, in transition, have mental health or drug issues, and other challenges.  They believe everyone should have a home, and clearly, they believe everyone deserves a home without bed bugs.  <em>Bravo, RainCity!</em></p>
<p>As a side note, kudos are also due to the Vancouver Coastal Health Authority, which is taking steps to help stop the spread of bed bugs.  The article reminds us that:</p>
<blockquote><p>
The agency also educates landlords, outreach workers and housing agencies about bedbug control and provides some health care workers with &#8220;bedbug kits&#8221; that include an oversized Ziploc-type bag to hold briefcases and laptops to prevent bedbugs from hitching a ride from an infested site.</p></blockquote>
<p>These are the kinds of small steps that can make a huge difference: a little knowledge and a cheap, reclosable ziploc.  How expensive or hard is that?  </p>
<p>I hope agencies in other cities (hello, New York!) will follow suit.</p>

<p>Now, her brother Marcos Maldonado is spearheading an effort to raise money to replace the infected mattresses of his neighbors living in the Astoria Houses. He has named the project Sweet Dreams.</p>
<p>&#8220;I named it this because I want the kids to have sweet dreams as they sleep,&#8221; said Maldonado, 43, who has lived in Astoria for 16 years and is the owner of M&#038;D Decorators on Astoria Blvd. </p></blockquote>
<p>As I said, it&#8217;s a lovely idea, and very generous.  Mr. Maldonado&#8217;s heart is in the right place, and he clearly knows firsthand how much bed bugs can mess up someone&#8217;s life and home.</p>
<p>However, and I hate to be a wet blanket (no pun intended), but I am concerned this program may only provide a temporary respite from bed bugs.  Discarding bed bug-infested mattresses does not usually eliminate bed bugs from the home.  In most cases, the room itself is also infested, along with sofas and other items.  </p>
<p>It can give people a false sense of security.  Bed bug bites may be lessened or eliminated for a while.  But the bed bugs may still be present in smaller numbers, and can quickly bounce back.</p>
<p>What&#8217;s more, tossing out infested mattresses isn&#8217;t recommended by bed bug experts in most cases.  Sealed mattress encasements tested to keep bed bugs out (or in this case, <em>in</em>) allow the mattress to be used and prevent a discarded mattress from going on to infest someone else&#8217;s home.</p>
<p>It&#8217;s essential that the apartment and the neighboring apartments are all bed bug-free, or these new mattresses will quickly become infested too.</p>
<p>Maldonado is donating mattresses to residents of NYCHA apartments, and the city seems pleased:</p>
<blockquote><p>Maldonado hopes to establish a permanent, registered nonprofit organization to provide mattresses to families in the Ravenswood and Queensbridge houses next, he said.</p>
<p>City Housing Authority officials lauded Maldonado&#8217;s work.</p>
<p>&#8220;NYCHA applauds community involvement where community members want to help each other improve the quality of life in their neighborhoods,&#8221; a spokeswoman said in a written statement.
</p></blockquote>
<p>What isn&#8217;t mentioned outright in this article is the fact that <a href="http://home.nyc.gov/html/nycha/html/residents/bedbugs.shtml" rel="nofollow">it&#8217;s the NYCHA&#8217;s responsibility to eliminate bed bug infestations from NYCHA apartments.</a>  </p>
<p>I hope that their procedures involve inspecting all adjoining units (top, bottom, and all sides) when a complaint is made.  I am concerned this is not so, since the fact sheet linked above says nothing about neighbors being inspected.  </p>
<p>To their credit, the NYCHA does tell tenants to destroy any items which must be discarded.  But my experience is most people don&#8217;t research such instructions before discarding things.  </p>
<p>And destroying alone is not enough: mattresses should also be sealed to prevent spreading bed bugs while they await collection by the sanitation dept. or by trash-pickers.</p>
<p>I hope the NYCHA is also educating tenants about the signs of bed bugs, which can be quite subtle. </p>
<p>And I hope Mr. Maldonado will donate <em>good</em> mattress encasements for use with the donated mattresses.</p>

<p>It is perfectly legal to spritz, recover, and resell used mattresses in New York.  They have to be sanitized and labeled properly.  </p>
<p>There is no way to &#8220;sanitize&#8221; used mattresses to reliably remove bed bugs.  There is no spray which will kill all the bed bugs and eggs in a used mattress.</p>
<p>Perhaps the only possibility for reliably removing bed bugs would be using heat (over 120 F for 3+ hours) or Vikane gas (which &#8212; if done correctly, and it is not always done correctly &#8212; should be 100% effective, but would probably raise the cost of refurbished mattresses to the point where no one would buy them).</p>
<p>The recycling of mattresses is shameful and the New York government must put an end to this practice which spreads bed bugs to so many.</p>
<p>And don&#8217;t think you&#8217;re safe if you never buy a used mattress.  If your hotel, school, granddaughter&#8217;s day care, child&#8217;s friend&#8217;s parents, neighbor, building employee, or the person who sat in the movie theater before you bought a used mattress, that&#8217;s enough to give <em>you </em>bed bugs.</p>

<p>Earlier this week, there was <a href="http://bedbugger.com/2008/05/20/dont-let-the-bed-bugs-bite-act-of-2008/">the bed bug bill in the U.S. Congress</a>.</p>
<p>And yesterday, <a href="http://www.themaineswitch.com/story/view/1950/">an article in the Maine Switch (a website for those in Greater Portland) about the city&#8217;s yearly trash pick-up of bulky trash items.</a>  Not surprisingly, the day is a yearly impromptu festival for bargain hunters and curb-crawling small-time entrepreneurs:</p>
<blockquote><p>
Just like spring flowers, the sprouting of ratty recliners and beat-up toys on the sidewalk is a sign of the changing seasons in Portland. These cast-off belongings cluttering the grassy strip between the pavement and the sidewalk represent the city’s annual bulky waste pick-up. And like a siren song, yard sale buffs, bargain-hunters and freegans can’t resist this annual opportunity to turn trash into treasure.</p>
<p>I’ve known people who’ve practically furnished their whole apartments with curbside finds. One of the best was the gorgeous sleigh bed a friend found a few years ago. One of the worst was a couch covered in cat hair (and god know what else), which, thankfully, only made a brief appearance in another friend’s apartment.
</p></blockquote>
<p>But the main point of the article, discussed at length, is the dangers of bed bugs lurking in used items.  </p>
<blockquote><p>Oh, but beware those mattresses. Should you haul one home (like one hapless Craigslist poster did recently), you may gain some unwelcome roommates.</p>
<p>“If you’re picking up a mattress or other pieces of furniture, you need to be conscious that they may have bed bugs,” says Doug Gardner, Portland’s director of health and human services. “There’s no way to tell with 100% accuracy.”</p>
<p>That is until you install your lovely find in your home and begin to wonder why you’re suddenly covered in little red bumps.</p></blockquote>
<p>Unfortunately, unlike Doug Gardner, the author mostly fixates on &#8220;mattresses,&#8221; whereas any used items might potentially bring bed bugs to your home.  Although to her credit, the author later notes wooden furninture is also a problem, I&#8217;d stress that other items are also potentially infested.  Many, many people throw out everything they own, even though it&#8217;s almost never necessary (and they&#8217;re not usually acting on the advice of bed bug experts).  Throwing everything out can cost you lots of money, won&#8217;t get rid of your bed bugs, and will spread them to neighbors and others.</p>
<p>The article has two other Bedbugger points of interest.</p>
<p>First, because of bed bugs, Portland started giving their refuse collectors Tyvek suits last year for the annual bulky trash pickup day.  Unfortunately, the city isn&#8217;t itself attempting to warn trash pickers about bed bugs, for example <a href="http://publicworks.portlandmaine.gov/showart.asp?contentID=537">here,</a> or here on <a href="http://www.portlandmaine.gov/news/hip2008info.pdf">this PDF flyer</a>.  Even a brief one-line warning would help.  I understand from this article that they don&#8217;t want to seem to be condoning the practice of trash picking during the bulky trash days, but warning against it would not do so and would be germane to avoiding further spread of the problem.</p>
<p>Second point of interest: if you have bed bugs and rent in Portland, the article notes that your landlord does need to get rid of them.  If not, you can call the <a href="http://www.portlandmaine.gov/planning/buildinsp.asp">city inspections department:</a></p>

If apartment renters find themselves assaulted by bed bugs and can’t get their landlord to respond, [city inspections director Jeanie] Bourke’s office fields the complaints. Her team of inspectors then makes sure the landlord hires a pesticide company to spray the place down and that the residents follow a tightly regimented routine requiring the washing of everything and the sealing of clothes and mattresses in plastic.</p></blockquote>
<p>Thanks to the Maine Switch for focusing readers&#8217; attention on the dangers of trash picking in 2008. </p>

<p>Brewer Bedbug Battle Continues!</p>
<p>February 28, 2008 - For the last two years I have worked with the Bloomberg Administration to develop a public education program to inform residents about bedbug prevention, identification, and treatment. Since early January 2008, public education seminars, led by the staff from the Department of Housing Preservation and Development, have been held in Queens and Manhattan, with a third planned for Brooklyn in March.</p>
<p>At every gathering hundreds upon hundreds of residents have attended; it is standing room-only because New Yorkers are desperate for accurate information about bedbugs. In our outreach to the community, residents are encouraged to contact 311 if they cannot attend one of the initial launch seminars or to request a seminar for their own community. Due to the overwhelming response, HPD has partnered with Operation Hope in West Harlem to host a seminar this evening. Additional seminars for April and May are planned and HPD is also folding bedbug education into the Owner?s Night curriculum.</p>
<p>But we also have a lot more to do. I am currently drafting legislation requiring the City to provide large plastic bags and brightly colored &#8220;Caution! This May Contain BedBugs!&#8221; stickers to City residents in order to completely encase infested furniture and other household items intended for curb-side pick-up. Both the bags and stickers would be available through 311 and at City agency offices. Piloted by the City of Boston, this service would increase the public?s awareness of bedbugs, as well as help protect sanitation workers who pick up infested furniture. I have also introduced legislation to mandate coordination of city agencies on this topic and to focus on the transportation of new and used mattresses.</p>

			<content:encoded><![CDATA[<p><a href="http://www.daytondailynews.com/n/content/oh/story/news/local/2008/03/02/mj030308bedbugsinside.html" title="dayton daily news on bed bugs">According to the Dayton Daily News,</a> you can get bed bugs from all kinds of sources: 4-star hotels, college dorms, from your neighbors via pipes running from apartment to apartment, and from used furniture.  When you&#8217;re thinking about how to avoid bed bugs, you have to realize it&#8217;s not just about you: your neighbors have to learn how to avoid getting bed bugs too.</p>
<p>Since used furniture is such a likely conduit, why, then, does the article tell us that &#8220;Health officials recommend getting rid of any infested furniture. . .&#8221;?  Surely health officials that believe tossing infested furniture is always the best plan are not thinking about the neighbors who will inevitably pick up that furniture, move it in, and start a new infestation.</p>
<p>Yes, it is sometimes (maybe even often) necessary, as the <a href="http://www.ca.uky.edu/entomology/entfacts/ef636.asp" rel="nofollow">University of Kentucky</a> site tells us.  But cities which tell people with bed bugs to toss out their stuff need to provide services for dealing with the refuse.  They can&#8217;t have people tossing out stuff that isn&#8217;t properly wrapped and they can&#8217;t have the stuff picked up by neighbors or junk collectors who can &#8220;clean&#8221; or cover and resell mattresses, or give wooden furniture a new coat of paint.</p>
<p>Cincinnati does have dedicated trash pickup for bed bug-infested furniture, though we have not yet heard much about how well it&#8217;s working.</p>

<p>Good:</p>
<ul>
<li>Building management admitting problem publicly, posting notice.</li>
<li>Notice asking for bed bug reports.</li>
<li>Notice reminding tenants secondhand mattresses are a no-no.</li>
<li>Notice is building-wide even though only one unit has apparently identified a bed bug problem.</li>
<li>Even guests can see the note.  This seems like fair warning to them.</li>
</ul>
<p>Bad:</p>
<ul>
<li>Secondhand everything is a no-no, and building management seems unaware.</li>
<li>Is management having a PCO carefully and regularly inspect every unit?  50% of people bitten by bed bugs do not react (with itching or bite marks) and may have no idea.  It is really hard to find bed bugs.</li>
<li>Tenants with no obvious signs may not know how to look.  Having a bed bug dog traipse through every room might be best idea.</li>
<li>No one should live with bed bugs for one year, as the scrawled note implies.  Bed bugs can be treated, but not usually when you take people&#8217;s word as to whether they have them or not.  They may not know, or may know and not care.</li>
<li>Bed bugs that cannot be eliminated in one year from one unit implies they are not just in the one unit.</li>
<li><strong>Bottom line: if you have had bed bugs in your building for a year, I do not think it is true that management is doing everything they can to eliminate the problem and prevent it spreading.  I do not mean that tenants are not also responsible; they are, and must fully cooperate with inspections and treatment.  But from what I understand, the problem of tenants not disclosing or not cooperating with treatment is something management can deal with through legal channels.</strong></li>
</ul>
<p>Note:  Please understand: I think the existence of this note is very good: very, very good.  I just think that management and tenants may not be doing enough.  But now I am interested in knowing: how many of you in bed bug infested buildings received a notice in the mail, or have one posted in your building?</p>
