			<content:encoded><![CDATA[<p></p><p>Remember Joyce Cohen&#8217;s New York Times column &#8220;The Hunt&#8221; &#8212; which features New York tenants searching for just the right apartment?  <a href="http://bedbugger.com/2007/12/02/nytimes-real-estate-hunt-results-in-bed-bugs-for-second-time-in-12-weeks/">In 2007, two separate columns in three months</a> described young couples ending their searches in an apartment with bed bugs.</p>
<p>In September 2007, it was <a href="http://www.nytimes.com/2007/09/16/realestate/16hunt.html?pagewanted=1&amp;ei=5124&amp;en=d07cc41d1ab74199&amp;ex=1347595200&amp;partner=permalink&amp;exprod=permalink">Tabitha Shick and Benjamin Klein</a>.  Then, in December, we heard about <a href="http://www.nytimes.com/2007/12/02/realestate/02hunt.html?ex=1354165200&amp;en=2fb1a288b70fed69&amp;ei=5124&amp;partner=permalink&amp;exprod=permalink">Jon Werberg and Helene Mattera</a>, who moved to a semi-gut-reno on East 117th Street, with bed bugs.</p>
<p>Now, in the fifth anniversary &#8220;The Hunt&#8221; column, we get an update on Mattera and Werberg, who were stuck in their apartment on 117th St. for one year:</p>
<blockquote><p>&#8230; it seemed location was the only thing their apartment had going for it. They gladly left last summer, the day their one-year lease expired.</p>
<p>The $1,550-a-month apartment, on East 117th Street, was badly maintained, they said. They had several bouts with bedbugs, spending a small fortune on laundry and dry cleaning.</p>
<p>They hoped to buy a home — doing so remains “somewhere between a goal and a dream,” Mr. Werberg said — but their priority was to get out. When they left, they took nothing upholstered.</p>
<p>They were relieved to return to the Bronx. They liked the Parkchester condominiums, but they wanted a dog and dogs aren’t allowed, so they found a big one-bedroom rental nearby for $1,350.</p>
<p>Their new superintendent “is the kind of man who dusts outdoor breezeways,” Ms. Mattera said. “He is meticulous to a T. It makes a world of difference.”</p></blockquote>
<p>Although a meticulous, well-kept apartment has so much going for it, readers need to know that it does not mean the home will not get bed bugs, nor does it mean that the landlord will handle them properly if it does.</p>
<p>Cleanliness does not prevent bed bugs.</p>
<p>And any landlord who has not dealt with bed bugs before faces a learning curve.  Many good, meticulous landlords are not informed about how easily bed bugs spread, and how hard it is to detect them.</p>
<p>The truth about bed bugs is that you can clean like the Dickens and not get rid of or prevent them.</p>
<p>The good news is that it sounds like Mattera and Werberg are done with bed bugs.  Let&#8217;s hope they never have this problem again!</p>

<p>Remember last week, when the boardinghouse/SRO hotel above the Tara Station Bar in Harrisburg was found to be infested &#8212; apparently by bed bugs &#8212; <a href="http://bedbugger.com/2009/04/21/harrisburgs-channel-21-news-afraid-to-say-bed-bugs/">but in the two stories covering the case, WHPTV (CBS Channel 21) reporters refused to say the phrase &#8220;bed bugs&#8221;</a>, referring instead to &#8220;bugs&#8221; and &#8220;insects?&#8221;</p>
<p>This was so, even though the attached videos showed what clearly appeared to be <em>bed bugs</em> crawling on a ceiling (speckled with what appeared to be bed bug  fecal stains) and also crawling on a man&#8217;s shirt, and even though the same man showed them &#8220;bug bites&#8221; he had sustained?   (Note: if you have an itchy bite mark and a bed bug is crawling on your shirt in broad daylight, entertaining a video crew, it&#8217;s probably a pretty safe bet you have <em>bed bug</em> bites.)</p>

<p>Well, we kind of figured <em>that</em> story wasn&#8217;t over.</p>
<p>Today, <a href="http://www.wgal.com/news/19328154/detail.html#" target="_blank">WGAL reports</a> that the building was shut down by city code inspectors:</p>
<blockquote><p><strong>Police and fire companies are looking into possible bed bugs at a Harrisburg hotel. The chief of police said it is not healthy for anyone to stay the night.</strong></p>
<p><strong>Four city code inspectors were inside a small hotel owned by Wali Rentals LLC on Fourth and Chestnut streets Wednesday afternoon after they received a complaint about a bed bug problem.</strong></p>
<p><strong>Officials also closed a restaurant on the first floor of the building as a precaution.</strong></p>
<p><strong>Chief Charles Kellar said the inspectors themselves were infested with the bugs during their investigation. They were sent to Harrisburg Hospital to be decontaminated.</strong></p>
<p><strong>&#8220;One had a cuff, and she undid the cuff of her pants, and a lot came out of there. One guy said it looked like the walls were moving,&#8221; said Kellar.</strong></p></blockquote>
<p>(Notice how WGAL is referring to &#8220;<em>possible</em> bed bugs.&#8221;)</p>
<p>The residents were removed from the building:</p>
<blockquote><p><strong>Tenants were ushered through a mobile Haz-Mat shower unit to be decontaminated.<br />
</strong></p></blockquote>
<p>They were then taken to a local shelter and given a new set of clothing.</p>
<p>This is the second time we&#8217;ve heard of a HAZMAT shower being used to decontaminate residents who were asked to leave a bed bug-infested building.  <a href="http://bedbugger.com/2008/07/31/jersey-city-fire-dept-sets-up-decontamination-tent-outside-building-with-bed-bugs/">The first was in Jersey City last summer.<br />
</a></p>
<p>When fleeing a building where a code inspector could come out with &#8220;a lot of bugs&#8221; in a pants cuff, evacuees should be allowed to shower and change to fresh clothing and shoes.  Precautions <em>do</em> need to be taken to avoid moving bed bugs to vehicles or to the evacuees&#8217; next location.</p>
<p>But consensus in the comments on <a href="http://bedbugger.com/2008/07/31/jersey-city-fire-dept-sets-up-decontamination-tent-outside-building-with-bed-bugs/">the Jersey City post</a> was that a HAZMAT decontamination shower was overkill.</p>
<p>The hotel is getting three &#8220;exterminator treatments&#8221; (let&#8217;s hope that is enough to get rid of bed bugs in the building).</p>
<p>And apparently, the owner Wali Mohmand is still blaming tenants&#8217; hygiene for bed bugs:</p>
<blockquote><p>&#8220;I&#8217;m not their maid, they have to clean after themselves,&#8221; said Mohmand.</p></blockquote>
<p>Sounds like <a href="http://bedbugger.com/2009/04/21/harrisburgs-channel-21-news-afraid-to-say-bed-bugs/">CBS 21 News</a>, the city code inspectors, and Mr. Mohmand still have a bit to learn about how bed bugs operate.  They can infest any home, clean or dirty, cluttered or empty.</p>
<p>Oh, but wait, I forgot: <em>first,</em> someone in Harrisburg needs to actually verify that the &#8220;possible bed bugs&#8221; are, in fact, bed bugs.</p>

			<content:encoded><![CDATA[<p></p><p>I was highly perplexed to watch this two-day report from CBS 21 News in Harrisburg, Pennsylvania.</p>
<p>Yesterday, <a href="http://www.whptv.com/news/local/story/Bug-Infested-Building/9ldzcwTI9UGqMIxjdhmgCw.cspx">Ewa Roman reported on a &#8220;Bug Infested Building&#8221;</a> in a boardinghouse over the Tara Station bar on 4th St. in Harrisburg, near the Pennsylvania State Capital building:</p>
<blockquote><p>Bugs on the ceilings and walls. Insects are taking over the building above the Tara Station Bar on 4th Street in Harrisburg.</p></blockquote>
<p>I was very troubled to discover that while the photo accompanying the article and video clearly shows a bed bug, and the video itself shows clear footage of bed bugs crawling on walls, the reporter repeatedly refers only to &#8220;bugs&#8221; and &#8220;bug infestation:&#8221;</p>
<blockquote><p>But one man did show us bug bite marks on his arms and neck. He even had some bugs on his sweatshirt.</p></blockquote>
<p>What kind of bug might be biting this man?  <em>Hmmm. </em></p>
<p>There are also fairly obvious shots of extensive fecal spotting in the area where bed bugs are crawling on the walls and ceiling.  And yet &#8220;bugs&#8221; are mentioned six times in the text of the article; bed bugs: not once.</p>
<p>Here, you can watch video of the episode from Monday: <a href="http://www.whptv.com/news/local/story/Bug-Infested-Building/9ldzcwTI9UGqMIxjdhmgCw.cspx">&#8220;Bug Infested Building.&#8221;</a>  (I did not embed the video because it is set to automatically play, which can be quite annoying for people who land on the website.)</p>
<p>And then, Tuesday, the same news station apparently caught up with Walley Mowi, the landlord, to ask why tenants were living under these conditions.  He claims that tenants are responsible for the infestation because they have messy and cluttered rooms; in fact, bed bugs are not bred of clutter, or attracted to old food, vomit, or dirt.</p>
<p>Any one person could have brought them into the building, and they could even have walked over from an adjoining building.  The hotel offices and the pub downstairs should be carefully inspected as they could also be affected.</p>
<p>Remarkably, once more, <a href="http://www.whptv.com/news/local/story/Bug-Infested-Building-Its-Not-My-Fault/hpLaEMknJEqIRlDRNLC9Pg.cspx?rss=50">the reporter (this time Ben Russell) again makes no mention of bed bugs</a>.  Just &#8220;bugs&#8221; (which are mentioned seven times).</p>
<p>You can watch Tuesday&#8217;s update &#8220;Bug Infested Building: &#8216;It&#8217;s not my fault&#8217;&#8221; <a href="http://www.whptv.com/news/local/story/Bug-Infested-Building-Its-Not-My-Fault/hpLaEMknJEqIRlDRNLC9Pg.cspx?rss=50">here</a>.  As with the previous story, this reel contains bed bug footage, mention of bug bites, and this time, of dried blood stains on a pillow.</p>
<p>I am dismayed that these reporters are either unaware that bed bugs exist, or are avoiding mentioning them for some bizarre reason.   I do not think this is responsible journalism.</p>
<p>Just yesterday I reported how health officials in both Abilene, Texas and Davenport, Iowa believed their cities currently had no bed bug problems, because they were receiving no reports of them.  My response:  if you live there, tell the health department you have bed bugs.</p>
<p>The people of Harrisburg need to know about bed bugs and how prevalent they are.  The bed bugs in this boardinghouse have (according to the news report) been a problem for over a year.  <a href="http://bedbugger.com/2008/08/04/harrisburg-pennsylvania-housing-authority-vs-bed-bugs/">And this is not the only incidence of bed bugs in Harrisburg. </a></p>
<p><strong>If we do not all admit bed bugs are a problem, where we all live, then we will not take action to halt their spread. </strong></p>

			<content:encoded><![CDATA[<p></p><p><strong>I love Tripadvisor.com.</strong> I always use it to choose hotels when I travel (and I am not <em>just</em> avoiding those with bed bug reports, either, but also looking for a room that&#8217;s convenient, reasonably-priced, and hopefully with a little something extra).</p>
<p>Tripadvisor also knows a thing or two about bed bugs in hotels; last year, they asked their members how many had encountered bed bugs in hotels, and <a href="http://bedbugger.com/2008/09/03/tripadvisor-8-of-survey-respondents-encountered-bed-bugs-at-hotels/" target="_blank">8% reported that they had.</a> The same survey found 80% of Tripadvisor members surveyed were worried about encountering bed bugs in their travels.  This is good news to us, since it means word is getting out about bed bugs.  People need to be worried before they will take smart steps, like learning to search a hotel room for bed bugs (more on that below).</p>
<p>Today, Tripadvisor posted <a href="http://www.tripadvisor.com/DirtyHotels?nl=MU&amp;pid=1595" target="_blank">a list of the &#8220;Ten Dirtiest Hotels&#8221; in the United States.<br />

I was surprised by <a href="http://cdn.tripadvisor.com/img2/tch2009/dhHeader.jpg" target="_blank">the banner</a>, which is a graphic of insects with red stripes scurrying across a bed, under a magnifying glass.  The caption quotes <strong>&#8220;a Tripadvisor member&#8221;</strong> as saying, <strong>&#8220;I have 30 bites from bugs in room 319.&#8221;</strong></p>
<p>I suspect we know <em>what kinds of bug bites</em> they&#8217;re talking about.</p>
<p>However, I am not sure what the pictured insects are (and I am sure some of my readers will tell me!) but <strong>they are not bed bugs. </strong></p>
<p>Although it&#8217;s primarily a place to post reviews, and the &#8220;dirtiest hotels&#8221; list is presumably an outcome of user ratings, Tripadvisor could do better in terms of educating its readers about bed bugs and how to search for them.</p>
<p>It may be true that hotels with really obvious, visible bed bug infestations may also be neglecting other aspects of care (such as cleanliness). <strong>If you can <em>see</em> bed bugs<em> everywhere</em>, <em>and</em> the problem is not being addressed, it suggests something is going wrong in terms of cleaning, maintenance and general upkeep. </strong></p>
<p>On the other hand, subtle, non-obvious, recently introduced bed bug infestations would not necessarily be <em>seen</em> during a visual inspection.  The room could be carefully cleaned, and still have bed bugs present.</p>
<p>It&#8217;s really important to stress that<em> </em><strong><em>all</em> hotel rooms, not just dirty ones, are susceptible to bed bugs.</strong> This is because bed bugs travel on people&#8217;s clothing and in their bags and stuff.  And so everyone who stays in hotels (or motels, dorms, hostels, borrowed rooms, and other temporary lodging) should inspect for bed bugs before settling in, no matter how nice or clean the room looks.</p>
<p><strong><a href="http://bedbugger.com/2006/10/19/faq-how-can-i-avoid-bedbugs-while-traveling/">This FAQ tells you what you need to know about how to avoid bed bugs when you visit hotels.</a></strong> It includes links to resources which show you how to search for bed bugs.  The New York State Integrated Pest Manegement (at Cornell) provides an excellent printable <strong>Travel Card</strong> on this topic (<a href="http://www.nysipm.cornell.edu/publications/bed_bugs/files/bb_travelers_online.pdf">click for a PDF</a>) which you can carry with you to hotels to help you remember how to search the room, and what bed bugs look like (<em>note: </em>the same PDF includes cards with general bed bug information, and one for college students).</p>
<p>It&#8217;s important that people understand that bed bugs do <em>not</em> have anything to do with a lack of hygiene.  Dirty environments and clutter certainly mask the problem, but do <em>not</em> cause or attract bed bugs to a space.</p>

			<content:encoded><![CDATA[<p></p><p><a href="http://www.wkyt.com/news/headlines/26199094.html">WKYT in Kentucky reports</a> that residents of low-income housing units run by the Public Housing Authority in Frankfort, Kentucky, have to pay for their own bed bug treatment, at a cost of $500-600.</p>
<p>This seems to be fairly unusual for public housing.  And it is not a great idea.  New Jersey residents are discussing whether New Jersey landlords should continue to be allowed to pass on the costs of bed bug treatment to tenants, a situation that may cause low-income tenants to hesitate in reporting bed bugs or getting treatment.  They may simply be unable to pay.  The same is surely true in Frankfort, especially among low-income tenants.</p>
<p>But Carole Anthony, the Housing Authority of Frankfort Executive Director, argues that public housing tenants should pay for bed bug treatment,</p>
<blockquote><p>. . . since it is, in fact, their responsibility.  They don&#8217;t move into an apartment that has bed bugs.  They move into a clean apartment.</p></blockquote>
<p><em>Whoa, Nellie!</em>  Once again, public officials are equating bed bugs with a lack of hygiene.  This is an error.  </p>
<p>Bed bugs are not attracted to unclean environments.  If you bring bed bugs home, you will have bed bugs, whether you are living in a spotless, expensive home, or a dirty shack.  (Clutter makes the problem worse, but certainly does not cause it.)</p>
<p>As one Frankfort housing authority tenant&#8217;s mother, Dene Jackson, says &#8220;they&#8217;re in low-income housing.  How are they supposed to pay?&#8221;</p>
<p><em>And I suspect that some of the tenants do indeed &#8220;move into an apartment that has bed bugs.&#8221;<br />
</em></p>
<p>The housing authority&#8217;s protocol sounds extreme &#8212; everything is moved out of the apartments and tenants are kicked out for 72 hours.  Tenants are told to remove all their stuff or have it thrown out.  Carole Anthony suggests this is because some of the infestations have been quite severe; she tells WKYT they&#8217;ve opened <em>refrigerators</em> to find them full of bed bugs, and treatment has included replacing kitchen appliances.</p>
<p>Even if someone was not reacting to bed bug bites, surely they would have noticed such a severe infestation.  If the housing authority is finding homes in such apparently advanced and obvious states of bed bug infestation, this tells me three things:</p>
<p>1) They need to be educating tenants about bed bugs and their signs,<br />
2) They need to implement some routine bed bug inspections, and most importantly,<br />
3) They <em>seriously</em> need to consider whether, perhaps, tenants are so concerned about the costs of treatment that they are not reporting the problem even when they recognize it.  </p>
<p>If a person on a low-income is faced with a $500-600 bill, plus the cost of laundry, bagging, removing items, replacing them, and disappearing from the home for 72 hours, as well as the time and energy all of the preparations take, we have to acknowledge this is a serious disincentive towards taking action.</p>
<p>The article reports, &#8220;The housing authority says it will make payment plans available.&#8221;  But this is hardly enough.  Even spread over a year, it might cost tenants $50 a month that they simply do not have.</p>
<p>If I lived in Frankfort, Kentucky, I would consider the fact that as long as the public housing authority is making it hard for low-income tenants to get help with their bed bug problems, bed bugs will continue to spread quickly in Frankfort.</p>
<p>More and more people will discover that bed bugs do not discriminate, and are not caused by not living in a &#8220;clean&#8221; home.  And they&#8217;ll discover how exhausting and expensive this problem really is.</p>
<p>And maybe they&#8217;ll come to realize that if anyone in your town has a bed bug problem, <em>you</em> have a bed bug problem too.</p>
