I understood from the reader’s description that those bed bugs were dead (perhaps just sprayed), though it is true that many people do seem to get quite close.

IME bed bugs either like to play dead when they sense someone is close, or they hibernate or something and take some time to wake up unless you poke them with something that’s on fire.
Best recommendation is to teach them how to play dead properly

For the past week I’ve been waking up with these hive-like bug bites on my legs and ankles. When i wore longer pants and socks it stopped . So I thought there might be bed bugs in my bed. After I looked I found these small black beetle things . There not reddish-brown like bed bugs though. I also found some larva looking bugs that move really fast. It’s really disgusting. Does some one know what these bugs are?

Can you take a close-up photo and post it online (for free) at a site like flickr.com, and send us a link?
Alternatively, you need to get your pest identified by an entomologist. University extension services often offer this service.
