		<description>Petra I wonder how much that helps - how much more likely are you to see the bugs under the box spring sitting on the cover, than under the box spring and hiding in the seams.

Either way it seems like you'd have to actually lift the bed and look to find them.</description>

		<description>This bill is a good start. In the below section they could have empowered the hotel owners by recommending to encapsulate the box springs, since this will make early detection more likely:
 (2) Encourage hotel owners and residential dwellers to closely monitor floors, carpets, and bed linen and mattresses for signs of infestation to facilitate effective, timely treatment to prevent the spread and incidence of infestation. 

There is a town in NJ and their city's ordinace said, that hotels must encapsulate their box springs.  I think it is a great idea, since 70% of all bed bugs are found in an area/piece of furnisher around the bed that doesn't get disturbed by daily housekeeping.</description>

		<description>I agree.  Especially about central reporting of infestations (doesn't NYC have that?)  When I spoke to all 3 health departments here, they don't really track them.  So far the best tracker here is the ClustrMap for bedbugger.com, but it's not fine-grained enough :)</description>
