I really hope they're talking to Dr. Michael Potter, their neighbor, after all.

Good sleuthing, 'nomo.  The City Beat article you cite states of Owens, "the 57-year old endocrinologist was named in a 1995 Cincinnati Magazine poll as one of the most trustworthy people in the city."
Yes--he does seem to command a lot of respect and he seems to have a lot of love for the people of Cincinnati.  
One thing NYC politicians and officials are not making Bedbuggers feel is love.

I wonder at that comment from a while back from someone who said that entomologists weren't being listened to, am I remembering correctly?

I'm of course very impressed with the focused attention this city is paying to the bedbug problem.   Those officials are making it their business, you know what I mean?  Taking responsibility!  Saying this is going to be their job.  That's amazing really, if you think about it.  Truly.  It gives me hope.</description>
