		<description>I don't understand this wording:  "They say they aggressively attack the bugs, but they can only hope to manage the problem, not get rid of it."

If they don't get rid of the problem, are they really managing it?  Would any of the officials of the Portland Housing Authority themselves want to stay one night in a building where the bedbug problem was not eliminated but instead simply "managed"?</description>
