There are many things people will do when confronted with a pest that is intractable, let alone bed bugs that bite at night when you are asleep. It is very likely that they are so concerned as to have moved into tents.
Regarding the landlord using self-help pesticide techniques, not only should the landlord not fog the units, but she or he should call in very competent professionals who will use a variety of techniques, not the least of which includes IPM, that is partnering with the tenants to control the spread of the epidemic. That's my opinion, PCO at Hearts Pest Management in San Diego.

According to the guy who runs the Ontario Tenants Rights site, there are many buildings that have bed bugs in Toronto and especially in public housing run by the Toronto Community Housing Corporation.
