I have heard from other renters that building management have been non- or under-responsive, but when they went "higher up", they got action. I know that's not exactly what you describe, but it does tell me that it might be an approach that might work for others whose bldg. superintendents, engineers, bldg. managers are not responsive enough. If there IS a higher management, they may be more aware, having seen it before in another bldg. Thanks for your comment K.
