It is a well worth while effort only if, special laws are created to protect other tenants form non-cooperative tenants = personal rights issues getting in the way of public health issues. I love the free movie tickets however I'd be afraid THAT-THAT might bring a bug or two home right away! If an area is infested--so likely are the local restaurants and movie houses and everything else to some higher degree.

So long as they're not serving eggs I’d opt for the free buffet and a cash incentive.

God I'd love to email this to my HUD management company. But HUD will eventually have to step in and straighten all of this out. I hope there is scissors to cut the red tape. Bed bugs don't wait for the Gov to catch up to their multiplying! This “divide and concur” way many management companies of HUD buildings use ie doing one room at a time--seems to just spread the bed bugs faster. All of this cover-up stuff--simply has to go!

Oh and Buggles, I think C. Everett Koop's been laying low since Ali G. made him look so uncool and hot-headed.

Parakeets, my understanding of Vikane is that you do not need to wash all your linens. The gas really does permeate everything. I do not think a bed bug in a comforter would be protected from the lethal gas in the way they might hide from cold (and have done so).

You're absolutely right that tenant cooperation is key and it sounds like this was maybe a propblem here with previous treatment methods. My point is that even though Vikane will kill the bed bugs, the tenants need to be educated to keep the building bug-free.

But James is right, and perhaps it's a "when" not an "if" as far as how long the building lasts without reinfestation.

(I'd like to know if a sealed ziploc would actually be a problem in this case--potentially sealing away bed bugs. If so, people would need to know not to do that in this case!)

The article also brought up the issue of "tenant cooperation." I assume even with Vikane there is still a great need for tenant cooperation. How do you know that all the tenants were able to wash all their linens, etc.? Even with a Vikane treatment, if there is a bedbug safely deep inside a comforter that a tenant doesn't want to (or can't afford to, or is too disabled to) bring to a laundromat and wash in a triple washer and dry in a dryer in connection with the treatment--then all that $8000 Vikane could be for naught.

Disclosure on the part of landlords is an issue. Cooperation on the part of tenants is an issue.

There are tenants who won't even let management into their apartments. You can site them on Board of Health violations in a case like that, but even a court order won't make bedbugs go away if a tenant didn't cooperate when the treatment was done. It would be too late.

In the era of Craigslist and eBay, don't expect people to stop bringing used items into their homes anytime soon. Only an elected official could get people to pay attention, but we know that will never happen in New York. Where is Dr. Koop when we need him?
